This new work freedom, properly handled, has the power to transform business, government, and home life. Telecommuters â those who work at home or on the road with no office at all â now number between 28 million and 32 million, according to some estimates, although an exact count is difficult. Whatever their numbers, they thrive professionally on text-messaging, videoconferencing, or any of the latest advances in electronic communications. Cutting out that round-trip commute to the office â which averages about 23 miles â can save nearly $1,000 a year in gasoline and avoid putting more than 6,000 pounds of carbon dioxide into the atmosphere.

While the information might help acquisition officers, "I fail to see the value of placing it on a public Web site," Davis said. He and other Republicans also questioned bills that would bar contractors with tax debts from receiving federal contracts and measures requiring companies that receive 80 percent of their revenue from government contracts to disclose the names and salaries of their top officers. The latter bill was introduced by Rep. Chris Murphy, D-Conn., after a hearing in which the chief executive office of Blackwater Worldwide, which relies on federal contracts for protecting U.S. officials overseas, refused to disclose his compensation. Unfortunately, it's not that easy. Unlike carpooling or taking transit, employees can telecommute only with their bosses' permissionand that's something most area workers don't have. Bosses often resist telecommuting and for a long while logistics made the practice more trouble than it was worth. But skepticism persists even as technology makes working from remote locations increasingly feasible. Computers continue to get cheaper and faster, and in the span of a single decade the Internet and cell phones have gone from novelties to tools that average Americans use every day. So much progress, and yet, according to a survey of LA area employees who don't telecommute, 80 percent have bosses who still won't let them work from home. There are plenty of employees just waiting for their bosses to give them the nod and it's not surprising that workers like telecommuting. A recent MONEY magazine/Salary.com survey found that satisfied workers had more work-at-home options than other respondents and that unhappy workers were the least able to telecommute.

It is possible that some or all of these gains represent artifacts of the research process or of the specific implementations of telecommuting. Alternative explanations for the reported gains are summarized below under five propositions, which subsume 15 testable rival hypotheses. PROPOSITION 1. Telecommuting productivity gains may be overstated.

Telecommuting is a practical solution to these quality of life issues as well as worklife challenges. Public Law No. 106-346, Section 359, dated October 23, 2000 (Appendix 1), as interpreted by the Office of Personnel Management (OPM) in a memorandum dated February 9, 2001 (Appendix 2), instructs Federal agencies (1) to review existing telecommuting policies to reduce and eliminate barriers that inhibit the use of telecommuting and to increase program participation, (2) to establish eligibility criteria, and (3) that subject to any applicable agency policies or bargaining obligations, employees who meet the criteria and want to participate must be allowed that opportunity if they are satisfactory performers. The law provides that its requirements must be applied, within four years, to 100% of the Federal workforce. More specifically, the law requires that 25 percent of an agencies' eligible employees shall be participating in a telecommuting program this year, and an additional 25 percent of the eligible employees each year to reach 100% within four years.
