Thomas Malthus (1766 - 1834)
English economist Malthus is best known for his hugely influential theories on population growth. Thomas Robert Malthus was born near Guildford, Surrey in February 1766. His father was prosperous but unconventional and educated his son at home. Malthus went on to Cambridge University, earning a master's degree in 1791. In 1793 he was made a fellow of Jesus College, Cambridge. In 1805, Malthus became professor of history and political economy (the first holder of such an academic office) at the East India Company's college in Haileybury, Hertfordshire, where he remained until his death. In 1819 Malthus was elected a fellow of the Royal Society and two years later he became a member of the Political Economy Club, whose members included David Ricardo and James Mill; in 1824 he was elected as one of the ten royal associates of the Royal Society of Literature. Malthus was also one of the co-founders of the Statistical Society of London in 1834.

This work changed world thinking on economics and population. An Essay on the Principle of Population , written in 1798 by the mild-mannered cleric Thomas Malthus, set off a firestorm of controversy. Malthus believed that while population increases at a geometrical ratio, the food supply only grows at an arithmetical ratio. War, pestilence and "vice"were the positive checks on uncontrolled population. Malthus' views ran counter to the utopian notions held with such certainty by William Godwin and Condorcet. Early nineteenth-century social reformers, facing the growing ills of the Industrial Revolution, viewed Malthus as their enemy. As Robert Heilbroner observes, "In one staggering intellectual blow Malthus undid all the roseate hopes of an age oriented towards self-satisfaction and a comfortable vista of progress."

Dec. 23, 1834, St. Catherine, near Bath, Somerset English economist and demographer, best known for his theory that population growth will always tend to outrun the food supply and that betterment of the lot of mankind is impossible without stern limits on reproduction. Malthus was of a prosperous family. His father, a personal friend of the philosopher and skeptic David Hume, was an ardent disciple of Jean-Jacques Rousseau, whose book Émile may have been the source of the elder Malthus ' liberal ideas about educating his son. The young Malthus was educated largely at home until his admission to Jesus College, Cambridge, in 1784. There he studied a wide range of subjects and took prizes in Latin and Greek, graduating in 1788. He took his master of arts degree in 1791, was elected a fellow of Jesus College in 1793, and took holy orders in 1797. He wrote a pamphlet in 1796 called "The Crisis" (not published), which, among other things, took a favourable view of newly proposed poor laws, which were to set up workhouses for the poor. This was a view that ran somewhat counter to his views on poverty and population published two years later.

EL LIBERALISMO
El liberalismo como doctrina política derivaba del racionalismo del siglo XVIII, por cuanto se oponía al yugo arbitrario del poder absoluto, al respeto ciego al pasado, al predominio del instinto sobre la razón. Por el contrario, preconizaba la búsqueda de la verdad por parte del individuo sin ningún tipo de trabas, sino mediante el diálogo y la confrontación de pareceres, dentro de un clima de tolerancia, de libertad y de fe en el progreso. Esa doctrina se asentaba en la confianza en el poder de la razón humana que todo lo esperaba de las constituciones y de las leyes escritas. Su rasgo distintivo consistía en el deseo de querer resolverlo todo mediante la aplicación de unos principios abstractos y mediante la aplicación de los derechos de los ciudadanos y del pueblo. La Revolución fue lo que dio fuerza verdaderamente a estas ideas. Frente a los privilegios históricos y a las prerrogativas tradicionales del príncipe o de las clases gobernantes, el liberalismo opone los derechos naturales de los gobernados. Frente a la idea de jerarquía y de autoridad, el liberalismo presenta las ideas de libertad y de igualdad.

Malthus perfiló asimismo su pensamiento económico en materia de comercio exterior y rentas en obra como Observaciones sobre los efectos de las leyes de granos e Investigación sobre la naturaleza y progreso de la r enta . Posteriormente elaboró su teoría de la sobreproducción en Principios de economía política , donde expuso que la ley de los mercados de Say dejaba de cumplirse, debido a que una excesiva acumulación de capital formaba un aumento en la oferta que no hallaba ante sí una demanda suficiente, con lo cual aparecía, inevitable, la crisis. Malthus consideró que era posible prever la sobreproducción mediante inversiones públicas y el consumo suntuario privado. Malthus fue educado según los principios pedagógicos de Jean-Jacques Rousseau, de quien su padre era íntimo amigo, completó sus estudios en el Jesus College de Cambridge. Después de graduarse en filosofía y teología, fue ordenado pastor anglicano y estuvo durante un tiempo al frente de la parroquia de Albury. En 1793 fue designado miembro del equipo de dirección del Jesus College, puesto al que tuvo que renunciar en 1804 al contraer matrimonio. Por esas mismas fechas, la Compañía de las Indias Orientales fundó en Haileybury una nueva institución universitaria destinada a formar a los funcionarios que después servirían a Inglaterra en destinos de ultramar; allí ejerció Malthus como profesor de economía desde 1805 hasta su muerte.
