AIDS stands for acquired immunodeficiency syndrome , a condition first reported in the United States in 1981, that has since become a major worldwide epidemic. AIDS is caused by HIV (human immunodeficiency virus) . By killing or damaging cells of the body's immune system, HIV progressively destroys the body's ability to fight infections and certain cancers. The term AIDS applies to the most advanced stages of HIV infection.
    How is HIV spread? There are several common ways that HIV can be passed from person to person, including:
    • Having unprotected sex with someone who is infected Using needles or syringes that have been used by people who are infected Receiving infected blood products or transplanted organs (Since 1985, the United States actively tests all donated blood for HIV; therefore, the risk of getting HIV in this way in the United States is now extremely low.)

Ryan White CARE Act
Introduction
The federal Ryan White Comprehensive AIDS Resources Emergency (CARE) Act was originally enacted on August 18, 1990. The CARE Act is named for Ryan White, an 18 year old Indiana teenager with hemophilia who died of AIDS in 1990. The primary goal of the CARE Act, which is made up of five program areas know as "titles", is to improve the quality and availability of care for individuals and families affected by HIV disease. Title I
Provides emergency funding to localities disproportionately affected by the HIV/AIDS epidemic. Eligible localities must report to CDC more than 2,000 cumulative cases of AIDS for the most recent five years. The reauthorized CARE Act has capped the number of cities eligible for Title I funding. Wisconsin does not contain a Title I Eligible Metropolitan Area (EMA), however two western counties, Pierce and St. Croix are included in the Minneapolis EMA. Title II
Provides formula grants to all 50 states, the District of Columbia, Guam, Puerto Rico, and the Virgin Islands to provide home and community-based care, assistance with the continuation of health insurance coverage, and treatment and drugs that prolong life and/or prevent hospitalization. The AIDS Drug Assistance Program (ADAP) earmarked portion of the Title II award must be spent on HIV related medications.

Introduction
Wheaton College recognizes the Human Immunodeficiency Virus (HIV) as a serious public health threat. The College is committed to educating the Wheaton community about this problem and to providing an informed and educated response to questions raised by faculty, staff and students. These guidelines have been developed from the recommendations of the American College Health Association and are based on the latest and most widely accepted medical knowledge of HIV. They are consistent with current Wheaton College policies, procedures and practices and are in compliance with federal and state legislation. They are presented here to enable members of the Wheaton community to understand how the College responds to the medical, ethical, legal, and administrative issues surrounding HIV infection.

First Children's HIV/AIDS Medical Center Opens in Lesotho; Public-Private Partnership Provides Staffing, Funding
Operated By Baylor College of Medicine and the Government of Lesotho; Funded By Bristol-Myers Squibb's SECURE THE FUTURE(R) Initiative The Baylor-Bristol-Myers Squibb Children's Clinical Center of Excellence Lesotho will build capacity to fight the disease in one of the world's hardest-hit countries by providing state-of-the-art facilities for testing, treating and monitoring patients and training healthcare professionals. The staff will include at least eight physicians from the Pediatric AIDS Corps recently established by Baylor and the Bristol-Myers Squibb Foundation and two Baylor faculty members, representing a more than three-fold increase in the number of pediatricians available to care for children in Lesotho . King Letsie III of Lesotho hosted the opening ceremonies, which were also attended by Dr. Motloheloa Phooko, Minister of Health and Social Welfare. Bristol-Myers Squibb (NYSE: BMY News ) and Baylor also announced that a similar Children's HIV/AIDS clinical center became operational today in Mbabane, Swaziland. The Lesotho and Swaziland centers are part of a growing network of children's clinics in Africa and other resource-constrained parts of the world.

Original Implementation: September, 1990
Last Revision: July 10, 2007 Stephen F. Austin State University recognizes the increasing public awareness and concern over AIDS and the HIV virus. For the purposes of this policy, AIDS means acquired immune deficiency syndrome, and HIV Virus means human immunodeficiency virus. AIDS is a fatal disease that has become a nationwide public health problem in the last few years. In health related matters such as this one, the university shall follow the guidelines of recognized authorities including: the National Centers for Disease Control, the United States Public Health Service, the Texas Department of Health, and the American College Health Association. Further, the university shall conform its actions to the Texas Communicable Disease Prevention and Control Act, the Texas Human Immunodeficiency Virus Services Act, and other law. The health status of a person infected with the HIV virus may vary from an apparently healthy, normally functioning individual to a critically ill person. However, there is no current medical evidence that persons infected with the HIV virus present a health risk to others in the normal academic or workplace setting. Routine daily encounters with others pose no risk of transmitting the fragile, blood-borne virus. Accordingly, there is no reason to exclude individuals with AIDS or the HIV virus from campus academic, social, or cultural activities. Therefore, on the basis of current knowledge of the disease, persons sharing common living space, work or study areas, libraries, classrooms, recreational facilities, and theaters do not represent a problem or public threat to the campus community.

HIV (human immunodeficiency virus) belongs to a class of viruses called retroviruses whose genetic material is RNA (ribonucleic acid). In order to replicate (duplicate), they must make a DNA copy of their RNA. It is the DNA genes that allow the virus to replicate. Like all viruses, HIV can replicate only inside cells, commandeering the cell's machinery to reproduce. Only HIV and other retroviruses use an enzyme called reverse transcriptase to convert their RNA into DNA ( more info There are two types of HIV: HIV-1 and HIV-2. HIV-1 is the predominant virus that causes AIDS worldwide. Unless specified otherwise, HIV generally refers to HIV-1. HIV belongs to a subgroup of retroviruses known as lentiviruses, or 'slow' viruses. The course of infection with these viruses is characterized by a long interval between initial infection and the onset of serious symptoms. Other lentiviruses infect nonhuman species. For example, the feline immunodeficiency virus (FIV) infects cats and the simian immunodeficiency virus (SIV) infects monkeys and other nonhuman primates. Like HIV in humans, these animal viruses primarily infect immune cells, often causing immune deficiency and AIDS-like symptoms. These viruses and their hosts have provided researchers with useful, albeit imperfect, models of the HIV disease process in people.
