ICD Blindness is the condition of lacking visual perception due to physiological or neurological factors. Various scales have been developed to describe the extent of vision loss and define "blindness." Total blindness is the complete lack of form and visual light perception and is clinically recorded as "NLP," an abbreviation for "no light perception." Blindness is frequently used to describe severe visual impairment with residual vision. Those described as having only "light perception" have no more sight than the ability to tell light from dark. A person with only "light projection" can tell the general direction of a light source. In order to determine which people may need special assistance because of their visual disabilities, various governmental jurisdictions have formulated more complex definitions referred to as legal blindness In North America and most of Europe , legal blindness is defined as visual acuity visual field of less than 20 degrees (the norm being 180 degrees) are also classified as being legally blind. Approximately ten percent of those deemed legally blind, by any measure, have no vision. The rest have some vision, from light perception alone to relatively good acuity.

Have you ever put on a blindfold and pretended that you couldn't see? You probably bumped into things and got confused about which way you were going. But if you had to, you could get adjusted and learn to live without your sight. Lots of people have done just that. They have found ways to learn, play, and work, even though they have trouble seeing or can't see at all.
How Seeing Happens
Your eyes and your brain work together to see. The eye is made up of many different parts like the cornea, iris, lens, and retina. These parts all work together to focus on light and images. Your eyes then use special nerves to send what you see to your brain, so your brain can process and recognize what you're seeing. In eyes that work correctly, this process happens almost instantly. When this doesn't work the way it should, a person may be visually impaired, or blind. The problem may affect one eye or both eyes. When you think of being blind, you might imagine total darkness. But some people who are blind can still see a little light or shadows. They just can't see things clearly. People who have some sight, but still need a lot of help, are sometimes called "legally blind."

Blindness is the inability to see. The leading causes of chronic blindness include cataract, glaucoma, age-related macular degeneration, corneal opacities, diabetic retinopathy, trachoma, and eye conditions in children (e.g. caused by vitamin A deficiency). Age-related blindness is increasing throughout the world, as is blindness due to uncontrolled diabetes. On the other hand, blindness caused by infection is decreasing, as a result of public health action. Three-quarters of all blindness can be prevented or treated. In the UK, the National Assistance Act 1948 states that a person can be certified as blind if they are ‘so blind that they cannot do any work for which eyesight is essential’. This rather circular definition refers to ‘any work’ and not just the person's normal job or one for which he has been specially trained. Visual acuity is usually tested by asking the patient to read letters of various sizes on a chart viewed from a distance of 6 m or 20 feet (the Snellen method ). Acuity is expressed as a fraction, the number on top referring to the distance at which a normal person can read a particular size of letter and the lower number the distance at which the subject being tested can read that size of letter. Hence ‘normal’ visual acuity is 6/6 (European) or 20/20 (American). A person should be certified blind if the visual acuity (while wearing corrective glasses) is 3/60 or below (when a letter that can be recognized from 60 metres by a normal person can be identified only from 3 metres or closer). A person should also be certified blind if their acuity is between 3/60 and 6/60 but they have completely lost the peripheral part of their visual field, hence restricting their vision to the central part of the field. Indeed, if the more useful lower part of the visual field is lost then someone with better than 6/60 acuity can be certified blind.

INTRODUCTION
The Americans with Disabilities Act (ADA) is a federal law that prohibits discrimination on the basis of disability. Title I of the ADA makes it unlawful for any employer to discriminate against a qualified applicant or employee because of a disability in any aspect of employment. The ADA covers employers with 15 or more employees, including state and local governments. Section 501 of the Rehabilitation Act provides the same protections for federal government employees and applicants. Users rarely look at display advertisements on websites. Of the four design elements that do attract a few ad fixations, one is unethical and reduces the value of advertising networks. I've been reluctant to discuss one of the findings from our eyetracking research because the conclusion is that unethical design pays off In 1997, I chose to suppress a similar finding : users tend to click on banner ads that look like dialog boxes, complete with fake OK and Cancel buttons. Of course, instead of being an actual system message such as "Your Internet Connection Is Not Optimized" the banner is just a picture of a dialog box, and clicking its close box doesn't dismiss it, but rather takes users to the advertiser's site. I am color blind, as is about 12 - 20 percent (depending on whose figures you want to believe) of the white, male population and a tiny fraction of the female population. Most of these circles are nothing but spots to me. Below are the correct answers to what a person with normal color vision would see - and what I see (and most people with Red-Green color blindness). When you see what we can't see, you may understand why it's so tough to find the right sox and why we like bright colors, which are often identifiable.

How to deal with the fact that people tend to ignore navigation tools
Most web development projects put a lot of effort into the design of navigation tools. But fact is that people tend to ignore these tools. They are fixated on getting what they came for and simply click on links or hit the back button to get there. The navigation tools that have become standard on the web seem to be designed with the ambition to give users the option to go anywhere from everywhere. Menus with links to all the main sections are discretely placed to the left or at the top throughout the site and fold out and drop down to reveal where you are and where you can go. In this way, every page on a website becomes a major traffic junction, where road signs point you in all directions. But people have specific destinations in mind. Above all, they need clear signage along the way to their destinations.
