    Bulgaria is a stable Parliamentary Republic. The constitution was ratified by the Grand National Assembly in 1991 and provides the legislative basis of the country. This assembly is a one-chamber parliament with 240 members who stand for election every 4 years. It is a permanent body, directed by a board of Chairmen. The President is the head of state and represents the country abroad. The executive is made up of a Council of Ministers – they direct domestic and foreign policy, manage the budget, administer state property and ratify international treaties. Thanks to this well managed democratic system there has been a smooth transfer of power from the former communist regime and Bulgaria has emerged with strong institutions and a broad consensus amongst all political parties.     About Bulgaria >>Bulgaria Government Government and Politics ON NOVEMBER 10, 1989, after thirty-five years as undisputed leader, Todor Zhivkov resigned his positions as head of the Bulgarian Communist Party (BCP) and head of state of Bulgaria. This act, forced by political opposition and turmoil, was the symbolic watershed between two very different eras in Bulgarian governance. One year after Zhivkov's resignation, Bulgaria had at least some of the primary building blocks for a democratic state: a freely elected parliament, a coalition cabinet, independent newspapers, and vigorous, independent trade unions. Beginning with Soviet occupation of Nazi-allied Bulgaria in September 1944, the political culture of that country had been totally dominated by a monolithic communist party. In the following three years, that party took advantage of the presence of Soviet troops, decades-long disorder in the Bulgarian political system, and its own high visibility as an anti-Nazi resistance force to complete a rapid communization process. The second phase of the communist period, from 1948 through 1953, strengthened Bulgaria's traditionally close ties with the Soviet Union and

Main political movements: National Movement Simeon II (NMS2); United Democratic Forces (UDF); Bulgarian Socialist Party (BSP); Movement for Rights and Freedoms (MRF). Note: The NMS won half the seats in the June 2001 parliamentary election and established a coalition government with the mainly ethnic Turkish MRF. Bulgaria Government The Unicameral National Assembly, or Narodno Sobranie, consists of 240 deputies who are elected for 4-year terms by popular vote of party or coalition lists of candidates for each of the 28 administrative divisions. A party or coalition must garner a minimum of 4% of the vote in order to enter parliament. Parliament is responsible for enactment of laws, approval of the budget, scheduling of presidential elections, selection and dismissal of the Prime Minister and other ministers, declaration of war, deployment of troops outside of Bulgaria, and ratification of international treaties and agreements.
