Paying more at the pump for gas is a news story these days. In the U.S., President
George W. Bush has backed an energy bill that is packaged for the consumer, claiming
to reduce dependence on foreign oil, protect the environment and lower prices.
Actually, Bush will sign legislation that offers $14.5 billion (U.S.) in tax breaks
and subsidies to energy companies over the next ten years. U.S. critics point out
that nothing in the bill does what Bush says it will do.
The Bush approach is to allow market prices to decide who gets the oil. His policy embodies the belief that high prices will lead to more oil being found, lowering prices. Running out of oil, or burning too much is not part of the energy question for Bush and his followers. Canadian energy policy has adopted the same faith. The Constitution, as it is generally known, is made up of many parts (see the list below), the most significant that are most often cited today are:
    • Constitution Act, 1867 . Formerly known as the British North America Act, 1867, this was an act of the British Parliament that granted Canada self-government, and outlined how Canada's system of government would operate. Constitution Act, 1982 . This granted Canada full political independence from Britain, incorporated a Canadian Charter of Rights and Freedoms outlining the individual rights of every Canadian citizen and created a constitutional amending formula.
    Since the Charter has become the most often cited portion of the Constitution. The predecessor acts and orders that are listed below are generally not as well known. These acts have sometimes been denounced as "messy," "almost incoherent" or worse for their somewhat convoluted form and long, unconsolidated history. However, they remain the laws that determine the division of powers between federal and provincial jurisdictions, the terms upon which new provinces entered Canada and the division between executive, legislative and judicial areas of power in a manner very different from the United States.
