The Parliament of Canada French Parlement du Canada ) is Canada 's legislative branch , seated at Parliament Hill in Ottawa Ontario . According to Section 17 of the Constitution Act, 1867 , Parliament consists of three components: the Sovereign la Couronne ), the Senate le S©nat ), and the House of Commons la Chambre des communes ). The Sovereign is normally represented by the Governor General , who appoints the 105 members of the Senate on the recommendation of the Prime Minister. The 308 members of the House of Commons are directly elected by the people, with each member representing a single electoral district , frequently called a constituency or a " riding " in Canadian English. The lower house , the House of Commons, is the dominant branch of the Canadian Parliament. The upper house , the Senate, rarely opposes the will of the other Chamber, and the duties of the Sovereign and Governor General are largely ceremonial, as in theory he or she could refuse to sign a bill, and could dismiss the cabinet and call an election unprompted. The Prime Minister and Cabinet must retain the support of a majority of members of the Lower House in order to remain in office; they need not have the confidence of the Upper House.

  • the monarch (currently the Queen of Canada , Her Majesty Elizabeth II ), who is most often represented by the Governor General of Canada . Most of the duties of the Queen are ceremonial and are defined by constitutional convention the Senate (also called "Upper House" or "Red Chamber"), normally consisting of 105 Senators (the Constitution allows the appointment of an additional 4 or 8 Senators if "the Queen thinks fit"), appointed by the Governor General on the advice of the Prime Minister ; and the House of Commons (also called "Lower House" or "Green Chamber"), currently consisting of 301 members (called Members of Parliament or MPs), one elected from each of Canada's 301 federal ridings. The number of federal ridings will rise to 308, effective with the national elections that were held on June 28 . The leader of the majority party in the House of Commons is asked by the Governor General to become Prime Minister and form the government.
Legislation must pass through both Houses and receive Royal Assent before it is enacted. In practice, the House of Commons is by far the more powerful of the two bodies. Only the House of Commons is allowed to introduce legislation dealing with the obtaining or spending of money.

New ideas within the Empire are not as readily tolerated, and the aristocracy of government prevents radical policy changes.
