David Colander is the Christian A. Johnson Professor of Economics at Middlebury College. He joined the faculty in 1982 and teaches courses on macroeconomic theory and the history of economic thought.

What is the best way to manage resources that provide both public and private benefits? For years, academics have debated this question with respect to transportation systems, communication networks, environmental resources, scientific research, and a variety of other "infrastructural" resources. Many press for private control of such resources, arguing that the market most efficiently distributes their respective costs and benefits. Others take the position that these resources should be managed in an openly accessible manner. Advocates for this approach maintain that private control often is overly restrictive and unfairly allocates benefits to a few private parties. In his ambitious article, Professor Frischmann identifies the unifying characteristics of these infrastructure resources and, from this analysis, develops a theory of infrastructure that promises to redefine the current open access versus private control debate. Frischmann's infrastructure theory demonstrates how open access to infrastructure resources generates significant value for consumers and society. His theory suggests that the benefits of open access and the corresponding costs of restricted access are significantly greater than reflected in current debates. Frischmann supports his theory by example, demonstrating how private control of various infrastructure resources- lakes, basic scientific research, and the Internet- may prevent society from realizing their full value. This exciting new theory has the potential to reframe the debate within intellectual property, cyberlaw, telecommunications regulation, and many other legal areas.

My intention is to define what those terms are, explain where we are now, where we want to be and to show us a way to get from here to there. Along the way I'll describe the directions that we could go that we don't want to, and why. In this essay, I'm going to talk about the economic spectrum. I'm going to define that spectrum based on what I've heard from Thom Hartmann 's radio program and the books that he has written over the last few years. On the far left end of the spectrum graph is Communism . On the far right is Objectivism . The foundation of both is Capitalism . Let's start with the foundation of the graph.

Environmental Economics (in the flow chart on the right) advances upon the linear assumption of classical economics ( Resources -> Production -> Consumption -> Utility ) by showing the feedback loops from waste, and noting that people get utility (happiness) directly from natural resources, but it still assumes that people get utility from consumption, not from production. Would our economy be different if our economic theory recognized that people get utility from production, and that inspired people consume only in order to produce?

    Their grasp of the financial side of things is little better. Mainstream economists were just as clueless about the nineties’ stock market as they were about the economy as a whole. "Economists are as perplexed as anyone by the behavior of the stock market," Stanford economics professor Robert Hall confessed. To the question, "Is the Stock Market too high?" Berkeley economics professor J. Bradford De Long answered, "No one knows." Is this not incredible? What good are all their graduate and postgraduate degrees, all their mathematical and empirical training, all their models and analysis, if they cannot explain something so simple as the behavior of the stock market? Now as long as the economy is humming along at a good pace and most people are doing just fine, the fact that the overwhelming majority of professional economists are clueless about the business cycle provokes little interest. Why should any of us care, as long as the pay checks keep flowing into our bank accounts and our credit card debt is manageable? But as soon the economy begins to flounder and we find ourselves facing unemployment and crushing debts, we are likely to take a different attitude towards the intellectual malfeasance of mainstream economists. Their ignorance now seems to be implicated in our misfortune. Perhaps if they knew something more about business cycles than do palmists and tarot card readers, we could turn to them for guidance in time of crisis. But given their track record, this would clearly not be a very wise thing to do.
