Walt Disney World to start fingerprinting everyone
by Cyrus Farivar , posted Sep 1st 2006 at 10:41PM There aren't that many places (yet) where you have to provide biometric data to gain access. Usually they're limited to high-security areas, you know, places like nuclear research facilities, airports libraries (!) and by the end of this month, Walt Disney World. Oh yes, the Magic Kingdom will soon be taking fingerprints of its visitors at all four Orlando-area theme parks, and is well on its way becoming a real nation-state, given that it already issues passports and has a standing army of costumed characters (and let's not even speak of their monstrous robot dominion). Disney says that this is to prevent ticket fraud and officials claim that the company is not actually taking "fingerprints," but rather, mathematical representations of fingerprints, as calculated by series of points measured on a fingerprint. A little math never hurt anymore, right? Except when it can be tied to an individual's identity, a record of their whereabouts, and corresponding physical traits. It's a world of hopes and a world of fears, indeed.

Collusion secure fingerprinting for digital data
Authors: D. Boneh and J. Shaw Abstract:
The paper discusses methods for assigning codewords for the purpose of fingerprinting digital data, e.g., software, documents, music, and video. Fingerprinting consists of uniquely marking and registering each copy of the data. This marking allows a distributor to detect any unauthorized copy and trace it back to the user. This threat of detection will deter users from releasing unauthorized copies. A problem arises when users collude: for digital data, two different fingerprinted objects can be compared and the differences between them detected. Hence, a set of users can collude to detect the location of the fingerprint. They can then alter the fingerprint to mask their identities. We present a general fingerprinting solution which is secure in the context of collusion. In addition, we discuss methods for distributing fingerprinted data. Reference:

Types of Fingerprint Submissions
Digitally Scanned Fingerprints
Live Scan technology allows digitally scanned fingerprints to be submitted electronically to the Department of Justice within a matter of minutes and allows criminal background checks to be processed usually within 72 hours. In California, fingerprinting must be done by a certified fingerprint roller or qualified law enforcement personnel. See List of Applicant Live Scan Sites to find the fingerprinting services nearest you.
Visas, Immigration, and Foreign Adoptions (Live-Scan)
California law allows you to request a record clearance from the Department of Justice for visa/ immigration and foreign adoption purposes. Failure to follow these procedures may result in a delay or the rejection of your application for a clearance letter under Penal Code Section 11105(c)(8). Beginning April 6, 2006, the Department of Justice will only mail responses to the applicant concerning Visa/Immigration clearances. It is the applicant’s responsibility to forward the information to their legal counsel or assistance agency. Also, please note that we do not provide clearances for children under the age of 14.

THE SCIENCE OF FINGERPRINTING When it comes to police work and movies that depict police work, fingerprints are probably the second most inaccurately depicted realm of police work.
According to many TV shows all that is needed to solve a crime is a fingerprint which is then "run through the computer" (you know that computer that will answer any police question you can think of). If only it were that easy. Although many states are now running AFIS systems (Automated Fingerprint Identification System) which do make it possible to "run a print" by and large you just about need a suspect to compare the prints to. To run every single print obtained from every single crime scene through an AFIS system would be a monumental task.
This section covers various aspects related to fingerprint development, classification and identification, but please bear in mind, this subject is far from what you may have imagined. The people who are classified as experts in this field, have spent many years learning their craft, years of study at University's both here and overseas, and who hold Degrees in this field.
The following pages in this section are very basic due to the complex nature of the subject, but I hope that after you read them, you will have a better understanding of just how much is involved in the art of fingerprints and the science involved with it.

DHS Begins Collecting 10 Fingerprints From International Visitors At Washington Dulles International Airport
Release Date: December 10, 2007 For Immediate Release
Office of the Press Secretary
Contact: 202-282-8010 The U.S. Department of Homeland Security (DHS) is now collecting additional fingerprints from international visitors arriving at Washington Dulles International Airport (Dulles). The change is part of the department's upgrade from two- to 10-fingerprint collection in order to enhance security and fingerprint matching accuracy. "Anyone who's watched the news or seen crimes solved on television shows can appreciate the power of biometrics," said Homeland Security Secretary Michael Chertoff. "They help the legitimate traveler proceed more quickly while protecting their identity and enable our frontline personnel to focus even greater attention on potential security risks. Biometrics tell the story that the unknown terrorist tries to conceal, and it causes them to question whether they've ever left a print behind." Checking biometrics against these databases helps officers make visa determinations and admissibility decisions. It also improves the department's ability to compare a visitor's fingerprints against latent fingerprints collected by DOD and the FBI from known and unknown terrorists all over the world.

The Homeland Security Department, which currently fingerprints foreigners coming into U.S. airports, wants airlines to be responsible for taking fingerprints as these travelers leave. The International Air Transport Association (IATA) urged the White House to kill the plan. "This is a government function, not to be outsourced to the private sector," said Ken Dunlap, security chief for IATA North America. The association represents 240 airlines worldwide.

    Should Schools Fingerprint Your Kids?
Tuesday, Sep. 25, 2007 By STEVEN GRAY A first grader in Pennsylvania uses a fingerprint scanner to pay for lunch. William Thomas Cain / AFP / Getty Article Tools Print Email Reprints Sphere addthis_url = location.href; addthis_title = document.title; addthis_pub = 'timecom'; RSS time:http://www.time.com/time/business/article/0,8599,1665119,00.html The lunch lines weren't moving fast enough for Linda Stoll, head of food programs at the Boulder Valley, Colo., school district. Because of that, kids had barely enough time to sit and eat before the lunch period was over. So, last year, Stoll began looking for ways to speed up the queue. She discovered that many students, especially kindergarteners, can't remember their six-digit ID number, which they're required to type into keypads at the end of lunch lines. She then found out that there was technology that would allow a scanner to identify a kid qualified for lunch with the swipe of a finger, moving him or her quickly along. It would help kids who regularly forget their lunch money, and it would potentially remove some of the stigma faced by children who receive special tickets for free or reduced lunch. She proposed the idea, believing it would be the perfect solution.

US creates terrorist fingerprint database
By Warren Richey
The US government is building a massive database designed to identify individual terror suspects from fingerprints on objects such as a tea glass in an Iraqi apartment or a shell casing in an abandoned Al Qaeda training camp. The database is being created in part by forensic specialists searching for and preserving evidence overseas. They are collecting unidentified latent fingerprints in places once occupied by Al Qaeda and other suspected terrorists. ID: The US is building a huge database designed to identify individual terror suspects from fingerprints found on objects all over the world. Homeland Security last year said it completed a system that collects the electronic prints of every noncitizen entering the US.
