The Congressional Globe , the predecessor to the Congressional Record , was published from 1833 to 1873. After the impeachment trial of President Andrew Johnson in 1868 the Globe published a supplementary volume that provides a record of the documents and debates from the Senate trial. Other Library of Congress online resources related to the impeachment of President Johnson include the following Today in History Web pages:
  • On May 16, 1868 , the U.S. Senate failed by just one vote to convict President Johnson on articles of impeachment.
  • Andrew Johnson, the seventeenth president of the United States, was born in Raleigh, North Carolina on December 29, 1808
  • When impeachment proceedings were brought against President Johnson, Senator Reverdy Johnson of Maryland was instrumental in securing the President's acquittal.

From Impeachment To Resistance
January 21 What most concerns us and always has, has been the policies of Bush and Cheney, as objectionable as they are as persons and deserving of punishment. This needs to be said because while we may not be able to remove them from office in the near term, we can begin organizing to disable their policies now and succeed in the foreseeable future, even within a year. Although this too will take time and an immense effort on the part of citizens, it is doable. This would involve a ratcheting up of the peace movement and re-framing it. It would require a concerted effort to incapacitate the war machine by economic sanctions launched by citizens against the military-industrial complex, by increased anti-recruitment tactics as the war itself is substantially cutting back on re-enlistments, by supporting the conscientious non-compliance of the military and by other forms of civil disobedience.

On April 24, 2007, U.S. House Representative Dennis Kucinich introduced H.Res. 333, calling for articles of impeachment to be sent to the U.S Senate with regards to Vice President Richard B. Cheney.
If you believe that Vice President Cheney should be impeached, then vote "Yes" below.
The grounds of the proposed impeachment are that the Vice President:
  • fabricated a threat of Iraqi weapons of mass destruction, purposely manipulated the intelligence process to deceive the citizens and Congress of the United States about an alleged relationship between Iraq and al Qaeda, and has threatened aggression against the Republic of Iran absent any real threat to the United States, all in detriment to the national interest of the United States.

Mr. Chairman, you are a strong man, and it has not been easy but we have tried as best we can to give you as much assistance as possible. Earlier today, we heard the beginning of the Preamble to the Constitution of the United States: "We, the people." It's a very eloquent beginning. But when that document was completed on the seventeenth of September in 1787, I was not included in that "We, the people." I felt somehow for many years that George Washington and Alexander Hamilton just left me out by mistake. But through the process of amendment, interpretation, and court decision, I have finally been included in "We, the people." Today I am an inquisitor. An hyperbole would not be fictional and would not overstate the solemnness that I feel right now. My faith in the Constitution is whole; it is complete; it is total. And I am not going to sit here and be an idle spectator to the diminution, the subversion, the destruction, of the Constitution.

This conflict, which, unlike most recent intra-party dust-ups, is largely about tactics and tone, not issues and ideas, has been simmering ever since Howard Dean launched his campaign to take back the party in 2003. It was put on the back burner last year as Democrats united to win back both houses of Congress. But eight months after that power-shifting election, the natives are beyond restless. Many progressive activists are incredulous at the inability of the congressional leadership to end the war, move big pieces of their agenda and (not least of all) defenestrate The Decider. Their frustration is starting to boil over.
Just consider this account from Daily Kos of the rally that Pelosi and Senate Majority Leader Harry Reid (D-Nev.) held last Tuesday night in conjunction with the Iraq withdrawal vote in the Senate:

IS THERE REALLY A LEGAL CASE AGAINST GEORGE W. BUSH? In these highly-charged political times, it is the word that dare not speak its name: impeachment. Democrats and other opponents of the President, as well as people in the media, are afraid to raise the topic for fear of being called too partisan or extreme. With leading Republicans calling for investigations of the domestic spying campaign, a special prosecutor investigating the suppression of evidence used to launch the Iraq war, and hearings on innumerable instances of torture, ARTICLES OF IMPEACHMENT AGAINST GEORGE W. BUSH may be more timely than any of us would like to admit. About the . . . Kaplan Posted: 11/07/07 07:56 PM [ET] House Republicans on Tuesday nearly forced Democratic leaders to vote on a resolution to impeach Vice President Cheney.
Anti-war presidential candidate Dennis Kucinich (D-Ohio) introduced a privileged resolution, used to circumvent the committee process, to get his impeachment measure to the House floor.
At one point, the vote to table the motion stood at 246-165. Once Republicans began switching their votes, momentum swung the other way. When the vote stood at 205-206, some Democrats began switching their votes.
