Part I: Overview of Achievements and challenges in promoting gender equality and women's empowerment The Government of India adopted a National Policy for the Empowerment of Women in 2001 to bring about gender justice and make de jure equality into de facto equality. Several State Governments have also formulated a policy for women's empowerment. A draft Plan of Action for implementing the National Policy is under formulation. National and State Councils will oversee its operationalisation. Members of the Councils are expected to include officials, representatives of non-governmental organizations, trade unions, academics, experts, social activists, etc. Progress made will be reviewed twice a year. The policy aims at:

    The world's largest democracy, India follows a parliamentary system of governance. The Constitution guarantees liberty, equality and justice to all. Elections based on adult franchise, are held every five years. Parliament consists of two Houses - the Lok Sabha, with members elected by the people and the Rajya Sabha, where members are both nominated and elected. Members from both Houses and the State Assemblies, elect the President for a five-year term. The President is the head of the State and the Commander-in-Chief of the Armed Forces. The person enjoying majority support in the Lok Sabha is appointed Prime Minister by the President. The President appoints other Ministers on the advice of the Prime Minister. There are twenty-six States and six Union Territories. Each state has a Governor at the helm, aided by Council of Ministers with the Chief Minister as their leader. The judiciary, independent of the executive, is the guardian and interpreter of the Constitution. The Supreme Court at the head of the judicial system is the apex court of the land.

    Legislative branch
    India's bicameral parliament (also known as the Sansad) consists of the Rajya Sabha (Council of States) and the Lok Sabha (House of the People). The Union Council of Ministers is responsible to the Lok Sabha. In India's parliamentary system, the executive is nominally subordinate to the legislature. There are 542 members in the Lok Sabha that are elected from the various states on the basis of proportional representation. The Indian Government uses two official languages, Hindi and English. Executive branch The Executive arm consists of the President, Vice-President, the Prime Minister and the Council of Ministers. Any minister holding a portfolio must be a member of either house of parliament. A non-member can also be appointed as minister but he has to get elected as member of either house within six months of taking oath.
