イランの政治システムについて触れてみたい。発言を巡って世界的にも名前が知られることになったマームド・アフマディネジャド大統領は、憲法では行政府の責任者であっていわゆる大統領=最高責任者ではなくNo2に位置している。あくまでも事務方の代表者ということで、大統領には軍隊の指揮権とか外交政策の決定権を有してない。大統領の任期は4年で、継続して2期までと定められている。内閣は大統領が任命し議会の承認を必要とする。そして国会は290人の定数で4年の任期があり大統領及び内閣の弾劾をすることができる。この大統領と国会議員は15歳以上の全国民の直接投票によって選任される。次の大統領選挙は2009年7月、国会議員選挙は2008年5月となる。 イランがイスラム国家というのは聖職者(イスラーム法学者)による政治の運用が特徴となる。その基本となるものが宗教指導者会議(assembly of experts)になる。この会議は最高指導者(superme leader)を任命及び弾劾する決定を持ち、聖職者が被選挙権を有し86人の定数で8年の任期がある。この宗教指導者会議の選挙も15歳以上の全国民の直接投票によって選任される。次の選挙は2014年となる。 国民の直接選挙で選任されないのが、次の聖職者による機関だ。まず、憲法が定める国家の責任者は最高指導者(superme leader)ということになる。現在はアヤトラ・アリ・ハメネイ師であり、最高指導者は司法長官(head of judiciary)、監視評議会(guardian council)、軍隊(armed forces)、宗教(功利)評議会(expediency council)、メディアの責任者を任命する。イランの司法はイスラーム法に基づいて運用され、政治からは完全に独立していない。また軍隊は徴兵による通常の軍隊と、職業とする革命防衛隊に分類され最高指導者の指揮権のもとにある。宗教評議会は、国会と監視評議会の法律解釈の裁定を諮問する機関となっている。

It's great!" says Bahraini as he snaps his fingers and begins to jive on the Persian rug, giggling. "This is what the government didn't like. They made us change this part." "They" are the Council of Music, a unique creation of the 21-year-old Islamic Revolution, which requires written approval before any bar of music is played in public anywhere in Iran. Along with the Council of Poetry, which vets every word of every lyric written, it is housed within the Ministry of Islamic Guidance and Culture. That department is charged with keeping Iran a pure Islamic country, by enforcing a mass of rules and regulations: which books people can read, what music they can hear, which foreigners they can talk to. Iran, to be sure, is changing dramatically. Reformists won a landslide victory in Friday's parliamentary elections, thanks largely to the millions of Iranians who are far too young to remember the 1979 Islamic revolution.

Issue date: 04.23.07 hinking of the dominant views among American policymakers on Iran, I am reminded of the great Persian poet Jalaledin Rumi's story about a group of people trying to describe an elephant exhibited in a dark room. One felt the elephant's back and claimed that it resembled a great throne. Another, touching its ear, declared it was in fact a huge fan. A third felt its leg and concluded it must be a large pillar. The Islamic Republic has been with us for almost three decades, yet still it manages to amaze and confuse the experts. In the 1990s, Mohammed Khatami inspired the majority of Western commentators to believe that Iran was on the verge of upheaval. But, while Khatami may have distinguished himself from his predecessors by ushering in a milder version of the Islamic Republic, he was, and remains, very much a part of that system. Today, Mahmoud Ahmadinejad has persuaded us that the same system is an imminent menace and must, therefore, be overthrown. Yet, while Ahmadinejad may be more repressive and violent than previous presidents, his reactionary tendencies are fundamentally a sign of the Iranian system's weaknessnot its strength. The problem is that Western pundits are only feeling part of the elephantthe political oneand ignoring the most important part: the Iranian people themselves. If you take the long view of Iranian history and focus on the country's people rather than its rulers, a very different picture emerges: that of an Iranian order in crisis.
