    Overview
Social movements have become a prominent part of politics around the world. Although they may have better chances for success in democratic systems, globalization provides opportunities for groups living under dictatorships to still put pressure on their government.[1] The democratization of communication media has both facilitated individuals finding compatriots with similar interests, as well as allowing movements to spread their message and generate pressure for action. The Internet, in particular, has become a powerful mobilizing tool.[2] Groups utilizing online direct action use such tactics as cyberpetitions, virtual protests, virtual sit-ins, virtual blockades, gripe sites, email bombs, web hacks, and computer viruses. Movements often use the same tactics as they use offline, like petitions, not due to their effectiveness, but because they are familiar.[3] The Strategy of Social Protest found that groups were more successful if they were single-issue oriented, used selective incentives, used

    BEYOND RESOURCE MOBILIZATION?
EMERGING TRENDS IN SOCIAL MOVEMENT THEORY

    Steven M. Buechler
Resource mobilization theory became the dominant paradigm for studying social movements in the 1970s because it was better able to account for the 1960s cycle of protest than previous theories of collective behavior. After almost two decades of theoretical development, the resource mobilization framework is now under increasing challenge. Drawing on research on women's movements in the United States, this article identifies ten issues which collectively pose a major theoretical challenge to the dominance of resource mobilization theory and which may initiate a paradigm shift to a new framework for the study of social movements.
Resource mobilization (RM) theory is now the dominant theoretical framework for analyzing social movements and collective action within the discipline of sociology. This ascendancy may be traced from early programmatic statements (McCarthy and Zald 1973, 1977; Oberschall 1973) through subsequent critiques and reformulations (Ferree and Miller 1985; Fireman and Gamson 1979; Jenkins 1983; Klandermans 1984; Marx and Wood 1975; Perrow 1979; Piven and Cloward 1977; Snow et al 1986) to a number of empirical studies which have sought to test and modify the theory (Cable et al 1988; Gamson et al 1982; McAdam 1982; Morris 1984; Rochford 1985; Walsh 1978, 1981; Walsh and Warland 1983; Zurcher and Snow 1981).
In this essay, I describe some problematic issues that have emerged from this fruitful period of work and that collectively pose a significant challenge to the theoretical dominance of the RM framework. Most of these issues can be exemplified by my own research into women's movements in the United States (Buechler 1986, 1990). My argument is that while there is no clearly defined contender for theoretical dominance, we are nonetheless entering a period of sustained debate and theoretical turmoil which may well lead to such an alternative. I begin with brief overviews of the RM framework and my research on women's movements. I then identify a number of emerging trends in social movement theory which collectively imply the need for a new theoretical paradigm. I conclude with a brief evaluation of whether the RM framework will be able to respond effectively to these theoretical challenges.

    p. 183 "The second obvious feature of crowd phenomena is that they are not only shaped by society but also that they in turn bring about social change. Indeed the changes wrought by crowds exist at three levels. There is change in the ways that crowd members see themselves as social actors. Autobiographies and studies of activists (e.g. Biko, 1988; Burns, 1990; Cluster, 1979; Haley, 1980; Teske, 1997) repeatedly show that people do not enter collective movements with fully fledged movement ideologies but that they develop their understanding of society and who they are within it as a consequence of participation." p. 186 "Both are equally represented in the core concept of submergence which, for Le Bon, marked the transition from individual psychology to crowd psychology. Simply by being part of the crowd, individuals lose all sense of self and all sense of responsibility. Yet, at the same time, they gain a sentiment of invincible power due to their numbers. "Once individual identity and the capability to control behavior disappears, crowd members become subject to contagion. That is, they are unable to resist any passing idea or, more particularly and because the intellect is all but obliterated, any passing emotion. This may even lead crowd members to sacrifice their personal interests - a further sign of irrationality."
