Reducing taxes is favored by just about everyone though this is not always easy since the state's budget must be balanced. With the economy in the state deteriorating, reductions in taxes may be as hard to accomplish as increases in spending. Which tax is most in need of revision and is the concern of most Idahoans does not seem to be clear to some legislators. State Reps. Robert Schaefer and Gary Collins, both from District 12 in Nampa, have recently written about taxes and their roles on the House Revenue and Taxation Committee. Though the sales tax on groceries is briefly mentioned by Schaefer, both legislators see a much more sinister tax affecting the people of Idaho: the personal property tax. read more ...

Realtors ready to buck up for 'tax swap'
The Florida Association of Realtors helped pass Amendment 1 in January with a $1-million contribution. Now the group is prepared to exceed that amount to gain voter approval for Amendment 5, a.k.a the McKay "tax swap." "My leadership teams feels, at a minimum, we do $1-million," FAR's vice president of public policy John Sebree said "We're excited about the potential for pretty major property tax relief."

Are you ready for the tax reforms?

The tax reforms, which were designed by a committee headed by former tax chief Yair Rabinovitch, are designed to lower the income-tax burden on working people by instead taxing capital gains on investments and other income sources. As such, investors will pay a 35 percent tax from capital gains on all foreign securities, and 15% on gains from Israeli stocks beginning in January 2004. Other assets, like real estate, are taxable at 25%.
For securities sold in 2003, the law offers a bit more leeway, noted advocate Ori Kalif, who works with tax expert Avi Alter in his Tel Aviv office. The tax on foreign stocks will be the lower of either 35% of the profit, or 5% of the value of the entire sale. Investors on TASE can pay either 15% of their capital gains, or 1% of the entire transaction value. Everyone with any sort of income from abroad will be required to file a tax return in the coming year. This applies to people with assets above a certain minimum value, which will be in the range of NIS 36,000, CPA Don Shrensky stressed. New immigrants are exempted from capital gains on securities purchased in their countries of origin within 10 years of aliya. New immigrants also have a five-year exemption on their pension funds, stock dividends, interest, royalties, and rent income. Foreign securities purchased after the date of aliya will be taxed as normal.

TAX REFORM TOPS SMALL BUSINESS OWNERS’ WISH LIST FOR THE 108TH CONGRESS, ACCORDING TO THE OPEN SMALL BUSINESS NETWORK(SM) SEMI-ANNUAL MONITOR
NEW YORK, January 07, 2003 When the 108th Congress convenes today, entrepreneurs say tax reform, including tax cuts and elimination of the estate tax, should be the top small business priority for lawmakers. According to the OPEN Small Business Network Semi-Annual Monitor from American Express, 33 percent cited tax reform as the top small business issue for the new Congress, followed by providing affordable health care coverage options (30 percent), and reducing onerous regulations and improving access to financing (tie, 14 percent). According to the OPEN NetworkSM survey, tax reform was not the unanimous choice as the top small business issue for Congress. Tax reform was cited as the top issue for the new Congress by small business owners in the West (35 percent) and the South (38 percent), and providing affordable healthcare coverage options topped the legislative priority list for those in the Northeast (29 percent) and North Central states (33 percent). In addition, small business owners in the West said they were almost equally concerned about Congress reducing onerous regulations (19 percent) than they were with lawmakers providing affordable healthcare options (21 percent). Small businesses in the Northeast were the most likely of any region to cite improving access to financing as a priority (19 percent vs. 14 percent overall).

Introduction

In the course of 1998, a Finance Ministry team under the Minister of Finance at the time, Prof. Yaakov Neeman, drew up a plan for comprehensive reform in personal direct taxation.
Various Finance Ministry officials debated the plan for several months, in consultation with professionals in the private sector. Although the preparatory work progressed to advanced planning stages, the plan was neither implemented nor presented to the government and the Knesset for their approval, because doubts arose about to the ability to marshal sufficient political support for the proposal.
Since the need for reform in direct taxation has not changed, presumably an initiative to revise the tax laws will again be taken in the near future. A future tax reform need not be identical to the one formulated in 1998; instead, one assumes that it will reflect the social and economic perceptions of the decision-makers at that time. Nevertheless, we do not think it superfluous to sketch in writing the main provisions of the proposals that were phrased, and the considerations that were mulled, as the plan was being formulated in 1998. This will make it possible to resume discussions of the issue at some future time with an awareness of the work already performed; it will also shorten the decision-making process and facilitate the framing of a new plan that will tackle the tax system's problems.

UK tax reform?
One of the issues the incoming Brown government may face soon is tax reform. According to Reuters The Confederation of British Industry has pulled together a "Tax Task Force" of leaders from major firms such as ICI, Pfizer, Cadbury Schweppes and Barclays and tax experts to come up with new ideas to reform the current system. Chancellor Gordon Brown announced a cut in the corporation tax rate to 28 percent from 30 percent from next year in his March Budget, taking it below that of other big economies such as the U.S., Germany, France and Japan. That, says CBI Director General Richard Lambert, was a step in the right direction, but deeper reform is needed to make the tax system competitive in the long term, especially as firms now have more choice over where they are based and pay tax. A survey by the business group last year showed that one in five UK firms had relocated some of its activities overseas because of gripes over tax. Before that report, though, we will see

    NEW YORK (CNN/Money) - Before he leaves office in 2008, President Bush wants April 15 to become a kinder, gentler though not necessarily cheaper day for taxpayers. On Wednesday, a bipartisan panel appointed by the president got to work, the first of many meetings that will take place before the July 31 deadline for proposing changes to the federal income tax code. The panel is led by former senators Connie Mack (R.-Fla.) and John Breaux (D.-La.). The federal income tax code, in its current form, has few fans. Among the litany of problems cited during Wednesday's meeting: taxpayers spend $115 billion and some 3 billion hours a year complying with a tax code that consists of more than a million words and 600 different forms, schedules and instructions.
