    ~ U.S. Supreme Court Justice John Marshall in McCulloch v. Maryland , March 6, 1819. Arguments for tax reform have existed as long as governments have collected taxes. The current U.S. federal tax structure is criticized because it is perceived as:
    • being excessively complex,
    • providing too little incentive to save,
    • generating labor supply disincentive effects, and as
    • being unfair.
    While virtually everyone agrees the the current tax system is excessively complex, there is no tax simplification plan that is universally accepted. The major problem is that most proposed changes in the tax structure will benefit some taxpayers and harm others. In constructing a system of taxes, an "equity-efficiency" tradeoff often appears. Attempts to make economic outcomes more equitable through the use of taxes often provides disincentive effects that reduce the overall level of economic efficiency. A classroom analogy is often used to illustrate this tradeoff. Suppose that all students in a class of 300 students are told that they will all receive a test grade equal to the average grade on the test. This outcome is "equitable" in the sense that everyone receives the same grade. It is not an efficient outcome, however, in that it provides an incentive structure that encourages students to study less (since each student realizes that their individual performance has little substantial effect on their test grade). Attempts to provide more equal incomes through a tax system will typically reduce the incentive to work or save.

    I have been involved in taxes since 1960 when I passed the CPA exam and thereafter went to work for the Internal Revenue Service as a field agent in Los Angeles. Kennedy was President; there was a real esprit de corps among the field agents. We had a lot of responsibility and all thought that we were really doing an important job. Tax Reform is very dear to me. I have seen numerous changes, and changes, and changes in our tax system. There was a time when taxes were as high as a 90% rate; but there were always many "loopholes" and "shelters" for the high income taxpayers. Doors and Windows of tax planning opportunities are always opening and closing. An interesting site to visit is: Banneker Center. Collecting taxes is a very important and indispensable requirement for any government. Because Congress is a political body, there are always many influences on it to provide special tax benefits for certain groups. This causes our tax system to be used for other purposes then just raising revenue. For example, if I work and earn say $50,000 in one year, why should I pay more taxes than someone who receives $50,000 per year in interest and dividend income? I will be paying 15.3% more taxes. Why should we have a work tax?

    skip navigation links Tax Reform Oregon ’s tax system is broken and there is not a lot of agreement on what can be done to make it better. Multnomah County Chair Ted Wheeler is committed to developing some solutions to the biggest problems. One problem is a built-in structural deficit for local public services that are funded by property taxes. That’s because Measure 50 passed by the voters in 1997 limits property tax growth to 3% per year even when inflation increases costs for basic public services at twice that rate. Another problem is the outrageous inequities in property taxes that Measure 50 created. As detailed in a recent Willamette Week article , homebuyers in one neighborhood pay more than three times the property taxes of homebuyers in another neighborhood for a home with similar value. The amount of tax you pay should be based on the value of your property not on its history. One place to get started on tax reform is by mitigating some of the consequences of Measure 50. Voters were appropriately concerned in years past with the problem of elderly and low-income homeowners being "taxed out of their homes." Many of those voters didn’t intend to create a system with the widespread unfairness that we have now. One way to mitigate the unintended consequences of Measure 50 would be to adjust the maximum assessed value of a property for tax purposes when that property is sold so that it is closer to the real market value of the property. This would begin to remedy some of the inequities but would not cause increases in taxes for existing homeowners.

Given that the vast majority of what the state legislature does during its session is creating the budget, taxes are important aspect to their work. Reducing taxes is favored by just about everyone though this is not always easy since the state's budget must be balanced. With the economy in the state deteriorating, reductions in taxes may be as hard to accomplish as increases in spending. Which tax is most in need of revision and is the concern of most Idahoans does not seem to be clear to some legislators. State Reps. Robert Schaefer and Gary Collins, both from District 12 in Nampa, have recently written about taxes and their roles on the House Revenue and Taxation Committee. Though the sales tax on groceries is briefly mentioned by Schaefer, both legislators see a much more sinister tax affecting the people of Idaho: the personal property tax.

    Tax Reform The tax burden on United States citizens is too high. Governments at all levels have the attitude that the income of their constituents belongs to the government. Officials believe they can take as much as they want to finance not only required services, but also their pet projects. Almost every activity and thing is taxed. There are even taxes on taxes. Radical reform is needed to reduce the total tax burden to a reasonable level. We must eliminate those programs that should either not be funded or that should be funded from other sources. We should get the Federal government out of the business of anonymously confiscating resources from citizens only to redistribute them to others. We need to get the bulk of the confiscation closer to the tax payer so that the confiscator has a human face. As a start, we should implement some combination of the following:
  • Eliminate personal income taxes. Since income has no value until it is used, i.e., spent for consumption, it should not be subject to taxes. In association with this, we must repeal the 16th Amendment and replace it with an Amendment that will preclude some future Congress from reestablishing an income tax. Eliminate income taxes on business income for United States based businesses from sale of products produced in United States from United States made parts/materials and on businesses providing services, if United States citizens provide those services. This will have several significant benefits, among which are:

    Tax Relief for Everyone!
    On August 5, 1997, President Clinton signed into law, "The Taxpayer Relief Act of 1997". This is the first major piece of tax legislation since the Tax Reform Act of 1986. For those of you who now real property held for productive use in a trade of business; or for investment and other capital assets, the Act provides capital gain relief. For taxpayers owning a principal residence, the rollover rules and once in a lifetime exclusion rules have been replaced with new, and in most cases, more liberal rules for the treatment of gain on the sale of a principal residence. In the following paragraphs there is a brief outline of the new capital gains law and new rules for treatment of gain from the sale of a principal residence. Internal Revenue Service Home Sale Exclusion Rule 2002 Reduced Capital Gains Rates : For individuals, with net capital gain from sales or exchanges occurring after May 6, 1997, the maximum rate will be:

    FLAT TAX .- For as long as I have been filling out my tax forms (about 30 years now) I always managed to do it all by myself. I am proud of it, because it is not a trivial task. However, I admit, filling my income tax forms has always been a major cause of headaches and frustration in my life It used to be a much simpler task three decades ago. In Europe, most countries tax their employees via the employer, in a pretty straight forward manner. Over there, y . Therefore, the employee rarely needs to file any forms at all. It might not be totally fair. Moreover, it might not allow their Governments to put a tight control on their social behavior (what is done through incentives in the tax code). BUT, it is simple and nobody loses a night of sleep when time comes to pay big brother , the piper. I do not care how much benefit the "right" tax laws might bring to people. I am sure that those well thought tax-laws are going to benefit a few taxpayers here and there, but these bunch of laws bring also a tremendous complexity to this whole process that all of us must go through.

    After intense wrangling, the Florida Legislature passed a $12 billion property tax relief plan late Monday night that lawmakers say will gain public support and help jumpstart the state's economy. Lawmakers set aside their nearly week-long standoff to pass a less ambitious tax relief plan.
    While the plan isn't as strong as the Florida House of Representatives pushed for, it does provide key economic boosting factors that will aid Florida's home building industry.
    Specifically, the just-passed property tax relief package will provide portability - allowing primary home owners (homestead properties) to transfer benefits from the Save Our Homes three percent assessment cap on their properties when they move, a doubling of the existing $25,000 homestead exemption for homes valued at more than $50,000, and a 10 percent annual assessment cap for non-homestead properties such as businesses and second homes.

    Why Needed T ax Theory Federal Taxes ... Corporate Taxes Why We Need Tax Reform Nearly all Americans believe that our current tax structure is unfair and too complicated. People want a simple and fair tax solution that they can understand. No one likes to pay taxes, not even those who support tax increases for various programs. The thing that really makes paying taxes bad isn't the amount because most people understand that taxes are necessary, it's the idea that some people are getting off without paying their fair share. Simplicity of understanding and fairness of the distribution of taxes are the two principles that have guiding my thinking. My Tax Theory Federal Taxes The estate tax is another social engineering tax that democrats like but Republicans tend not to like. This tax is a great wealth redistribution tool that slowly cuts away at the wealth that gets passed down from generation to generation. Democrats like it because they believe that in a fair society, people should have to earn their wealth and not just win a genetic lottery. I'm personally not opposed to this tax however it doesn't fit into my overall philosophy so I have eliminated it. It is my believe that tax structure should not alter our life choices. The government should not be deciding which courses of action are the best for us. The ability to deduct the interest on your house is a popular one. This tax break encourages people to buy their own homes instead of just renting a home. Their are good reasons to buy your own home and their are also good reasons to rent. Providing this tax break gives an advantage to those with a life style that is more compatible with home ownership and punishes those who have chosen a different lifestyle.
