Since Queen Victoria and Empress Dowager Cixi jointly ruled over 2/3 of the world, female leaders have been emerging and ruling with fluctuating success. But now the world of politics seems to be ready to welcome a new wave of female leaders, some plainly great, some more controversial.

    Women in politics
    Although Switzerland is one of the oldest democracies in the world, it was the last one in Europe - apart from Liechtenstein - to give women the vote . Women have only been allowed to participate in federal elections since 1971. In November 2007 the Interparliamentary Union ranked Switzerland 22nd in the world for the proportion of women in parliament. In the same table the United States was 65th, and the United Kingdom was joint 51th(with the Dominican Republic). The list is headed by Rwanda. When the Swiss Federal Council came up for election before the new Federal Assembly chosen in the parliamentary elections of 2003, one of the two women members, Ruth Metzler, was not reelected. Failure to replace her with another woman led to protest demonstrations.

    In 1917, a delegation of Indian women put up before secretary of state Ewin Montagu its demand for franchise. In the 1920s, the right to vote was granted to propertied women. They were, however, not allowed to participate in legislatures.
    Owing to constant lobbying by the Women's Indian Association, this right was granted in 1930. Muthulakshmi Reddi became the first woman legislator.
    In the Round Table Conference held in 1930, two women activists, Begum Jahanara Shah Nawaz and Radhabai Subbarayan, pleaded for 5 per cent reservation for women in the legislatures.

    52nd Commission on the Status of Women at U.N.
    by Sayre Sheldon, NGO Representative for WAND at the U.N. and on the NGO Working Group for Women, Peace and Security. I attended two days of meetings at this event which lasts for 2 weeks and is held for the purpose of summing up and furthering progress in the advancement of women, culminating in a celebration of International Women’s Day on March 6th. It is sometimes laughingly referred to as the time when the U.N. pays attention to women and their issues and then goes back to their usual way of operating. Of course we know from WAND that women’s issues include everything and in recent years thanks to the efforts of millions of women, the women’s agenda at the U.N. has greatly broadened. This year’s main theme was financing for achieving women’s equality and empowerment which of course are closely linked to the other major goals women share including education, health, security, and freedom from violence. Two meetings were especially powerful for me: one was on the effect of guns on women, sponsored by IANSA (The International Action Network on Small Arms) which WAND is a member of. The second was “Where Are We Now on Security Council Resolution 1325?” sponsored by the NGO Working Group on Women Peace and Security which I represent WAND on. In both meetings women spoke passionately for the changes they wanted, the obstacles they were up against, and the successes their often ingenious ways of defusing the violence in their countries. Today “small arms” can be shoulder-fired missiles so we can be talking about threats on many levels.

This is the first time in the CIS that a woman has become head of state, although it is not uncommon in world politics. Patriarchy seems to be the general case in Asian politics.

    The New Mexico State University Women's Studies Program, the Department of Government and Feminists Reinventing Equality Everywhere (FREE) will host a nonpartisan panel discussion on "The Personal is Political: Women in Politics," at 7 p.m. Thursday, Oct. 21.
    The event will be held in the Corbett Center Student Union Room 210.
    Las Cruces City Councilor Dolores Connor, Rep. Mary Helen Garcia, District Attorney Susana Martinez and Sen. Mary Kay Papen will discuss the most important public policy issues for the upcoming election.

    Women in Politics Do you use your power to vote? Have you ever thought that this right was not always a right for women? Women had to protest and fight for this right so that young women today can vote and have a say in who represents the people of our city, state, and country. The Suffrage Movement, the movement towards women's rights, started geographically in the northeast of the United States. The women there organized the first women's rights convention at Senecca Falls, New York, in 1848. The Women's Rights movement began dividing after the disappointment of the 14th and 15th amendments, which provided African American men with the right to vote, but women still could not. One of the women's suffrage groups was the National Women's Suffrage Association (NWSA) led by Elizabeth Candy Staton and Susan B. Anthony, opposing the 15th amendment. This organization focused on federal action for feminist reforms. But there was another organization that was for the 15th amendment. The American Women's Suffrage Association or AWSA was being run by Lucy Stone and others. The AWSA looked more to the grassroots for support while still supporting the 15th amendment. Both of the groups argued that all tax payers had the right to vote regardless of race, creed, or gender. In 1890 the NWSA and the AWSA finally came together and decided on a common goal, to give the right to vote to women. After long protesting, debating, and communicating with the government, still no new state would give women the right to vote until 1910. Then in 1920 the 19th amendment was added to the United States Constitution, which gives all American women the right to vote.

    As of 11 October 2005, there were 64 women in the Commonwealth Parliament, 27 in the Senate (Upper House) and 37 in the House of Representatives (Lower House). This brings women's participation in Parliament to 28.3% rising from 25.4% following the 1998 Federal election and 14% following the 1993 election. This rate is almost double the international average of 16% (IPU figure as at 20 September 2005).     We predict that the number of women serving in state legislatures in the year 2001 is higher than it was in 1996, due to the recent gains women were making in politics. The three variables we have chosen to test this hypothesis are education, political culture, and the percentage of republican state legislators serving in a particular state. F test - Measure of statistical significance with a known sampling distibution. beta coefficient - Measure of a regression slope in terms of the standard deviation for that variable; allows us to compare the influence of several variable Education The variable education measures the percent of the population twenty-five years and over with a bachelor's degree or more. An F test shows that there is a relationship between the number of women state legislators and the level of education in the state's population. The statistical significance, as determined by the F test , measures at , which establishes a significant correlation between the number of women in state legislatures within a state and the percentage of the population with a bachelor's degree in that state. The likelihood of this finding occurring by chance within a random sampling is less than twenty- five in a thousand. That is, based on this sample, there is a very small probability that there is no relationship in the population. The standardized beta coefficient measures at .341. In a regression analysis, education increasing by one unit will in turn increase the percentage of women in the state legislature by .341 units.

    Kelly graduated with a law degree from the University of Queensland, where she was awarded a University Blue for her sporting achievements and contribution to University life.
    In 1987 she commenced work with the Corrective Services Department of Queensland and worked as a Probation and Parole Officer. In May 1989 was admitted to practice as a barrister of the Supreme Court of Queensland.
    From 1989-1996 she was a Legal Officer with the Royal Australian Air Force and in June 1995 she was awarded the Helsham prize for her services to the RAAF Legal Category.
