APHIS regulates certain GE organisms that may pose a risk to plant or animal health. In addition, APHIS participates in programs that use biotechnology to identify and control plant and animal pests. Below is a list of the regulatory requirements for genetically engineered organisms and facilities. Introducing Genetically Engineered Organisms that may be Plant Pests APHIS' Biotechnology Regulatory Services regulates the introduction (importation, interstate movement, and release into the environment) of genetically engineered organisms that may pose a risk to plant health. Importing or Exporting Genetically Engineered Animals and Animal Products National Center for Import Export regulates the import, export, and interstate movement of all animals and animal products (e.g., tissues, blood, and semen), including those that are genetically engineered.

Local Solutions with National Applications to Address the Workforce Needs of the Biotechnology Industry

Since 2003, U.S. Secretary of Labor Elaine L. Chao has announced a series of investments totaling $29,984,649 to address the workforce needs of the biotechnology industry. These investments include 17 High Growth grants totaling $24,415,968, and three Community Based Job Training Grants totaling $5,568,681. Leveraged resources from grantees total $20,350,908. These investments address the image, outreach, recruitment, and training workforce issues identified by the biotechnology industry. They are intended to provide innovative solutions, leadership, and models for partnership that can be replicated in different parts of the country. DOL has sought to understand and implement industry-identified strategies to confront critical workforce shortages. ETA has listened to employers, industry association representatives and others associated with the biotechnology industry regarding some of their efforts to identify challenges ad implement effective workforce strategies; however, the challenges they face are far too complex for one institution or industry sector to solve alone. ETA is supporting comprehensive business, education, and workforce development partnerships that have developed innovative approaches that address the workforce needs of business while also effectively helping workers find good jobs with good wages and promising career pathways in the biotechnology industry.

Biotechnology is defined as the use of living organisms and other biological systems to manufacture drugs and other products for the purposes of environmental management and/or for the betterment of individual and societal health and well-being. The practice of biotechnology has been around for centuries, gradually helping our society to evolve into what we have today. From the first moment man realized that he could grow his own crops to sustain the life of his family and community, biotechnology began. When it was discovered that cream could be churned into butter, or that grapes could be fermented into wine, biotechnology was in full practice. Biotechnology is often broken down into several distinguishing categories, including red biotechnology, which is applied to medical processes, white biotechnology, also known as grey biotechnology which deals with industrial processes, green biotechnology which applies to agricultural processes, and blue biotechnology, which deals with the marine and aquatic applications of biotechnology. Biotechnology is now one of the fastest growing industries in the world. From controversial stem cell research and revolutionary medical vaccines that save hundreds of lives everyday, to innovative new methods of recycling and harvesting energy to help in the ongoing effort of preserving our environment, the production of synthetic hormones from genetically engineered bacteria and chemical-free organic foods that are helping people to lead healthier lives, biotechnology is forever changing the way we all live our lives.

San Diego was recently identified as the number one biotechnology cluster ( Milken Institute Research Summary: America ’s Biotech and Life Science Clusters , June 2004 ). The life science industry claims that they need well-trained, lab-ready, business savvy graduates to grow and expand. Given the region served by CSUSM, our Biotechnology programs were designed to serve the industry. The Bachelors of Science in Biotechnology degree is offered for undergraduate study and we have just initiated a Certificate in Biotechnology program for those currently on the job who desire to update their skills or learn different avenues of biotechnology. Students in the Biotechnology Programs have access to modern well-equipped laboratories. The academic environment is enriched by a close faculty/student interaction, student projects, and availability of internship positions with biotechnology companies and federal agencies. A “for credit, paid” Internship assignment with a local life science company provides a valuable, real world, career-sampling and resume-enriching experience As one of 23 campuses in the California State University, Cal State San Marcos offers the ambiance of a small, personal campus with the unequalled value of the California State University.
