Homer, the county seat of Banks County, was incorporated on December 19, 1859. The city was named after Homer Jackson, a prominent early settler. The Banks County courthouse, in Homer, is one of the four oldest courthouses in Georgia. The courthouse was built between 1860 and 1863 and the county used it until 1987, when it was restored. Today it houses historic exhibits, the Banks Chamber of Commerce and the Welcome Center.

    Winslow Homer Biography (February 24, 1836 – September 29, 1910)
    Winslow Homer was a noted American artist during the 1800's. He is remembered for his landscapes, many featuring scenes of the sea, boats, and coastlines. Homer did not receive formal art training. He began his art career as an apprentice for a commercial lithographer. In the late 1850's he began doing work for Harper's Weekly. His early work for Harper's was primarily to create line art drawings from photographs. At the time pictures were printed by "stamping" them from a large wood block. To do this, photographs had to first be converted to line art drawings by an artist. In this role, there was little room for artistic interpretation . . . the task was simply to as accurately as possible capture the details of a photograph in a drawing. As such, this work was often published without attribution to Homer. There are several examples of illustrations published which were photographs by Mathew Brady, and then converted to line art by Winslow Homer. As time progressed, Harper's began to expand Homer's role, and he was sent to events to directly create drawings. A notable example was that Homer attended Abraham Lincoln's inauguration, and created several drawings which were published by Harper's. Much of this early work could be described as accurate drawings. He was simply capturing the image in front of him as accurately as possible.

    Homer was a legendary early Greek poet traditionally credited with writing the major Greek epics The Iliad and The Odyssey. These two works represent a brilliant retelling of myths and legends. For the Greeks of the 7th century BC. however, these books were their history. Their past had been obliterated by the destruction of Mycenaean Civilization. The later historian Herodotus - fifth century BC - wrote that Homer was a Greek from Ionia on the west coast of Asia Minor. He was perhaps a native of the island of Chios and supposedly lived around 850 BC. Other historians place him closer to 750 BC. Tradition depicts Homer as a blind minstrel wandering from place to place reciting poems that had come down to him from a very old oral tradition. Many scholars believe that the books as they exist today were not written by a single person and were not put in writing until centuries after they took their present form. It is probable that much of the epic tradition of the two books was formed in the 200 or 300 years before an alphabet reached Greece in the 9th or 8th century BC. If so, it is possible that Homer used earlier writings to help him, or he could have dictated his poems to someone else because of his blindness or because he was illiterate. The Homeric Question Scholars generally agree that the Iliad and Odyssey underwent a process of standardization and refinement out of older material beginning in the 8th century BC. An important role in this standardization appears to have been played by the Athenian tyrant Hipparchus, who reformed the recitation of Homeric poetry at the Panathenaic festival. Many classicists hold that this reform must have involved the production of a canonical written text.

    In case you don't know who he is, Homer was a poor West Virginia miner's son who worked his way up to being an employee/scientist for NASA. He wrote a book called "Rocket Boy" which was later made into a great movie called "October Sky."
    This morning he was interviewed and said this, about the one-shot shootdown of the crippled satellite:
    "If this country's head was on straight, they would be holding a ticker-tape parade for the crew of the Cruiser, USS Lake Erie."
    This one rocket firing boosted our national defense 100-fold. North Korea, Iran, China, Russia, all know now that we have a safety net that can accurately stop their incoming missiles even if they are out of the earth's atmosphere.
    Of course that was the plan all along, and it was a dandy plan.
