In a world plagued by shortages of water, three facts stand out in an analysis by Cornell University ecologists: Less than 1 percent of water on the planet is fresh water; agriculture in the United States consumes 80 percent of the available fresh water each year; and 60 percent of U.S. water intended for crop irrigation never reaches the crops. Their report in the October 2004 journal BioScience (Vol. 54, No. 10, "Water Resources: Agricultural and Environmental Issues") names farmers as "the prime target for incentives to conserve water." The report is particularly critical of irrigation practices in the United States, where subsidized "cheap water" offers scant incentive for conservation.

Clean Water a guide to confined livestock operation management
Dear Wyoming Livestock Producer, In an effort to address potential impacts livestock operations may have on water quality, this informational brochure has been developed to provide producers with the necessary information to protect water quality and to keep their operation's economic viability. This has been a cooperative effort of the Wyoming Department of Agriculture, Wyoming Association of Conservation Districts, and a Steering Committee of livestock producers, industry organization representatives, and resource management agency personnel. Historically, Wyoming pioneers homesteaded on or near streams and lakes. This made sense when looking at the efficiency of raising livestock. However, as populations increase and technology advances we now realize that although this may be the most logical location for our operations, we need to be aware of the impact we may be having on our natural resources and specifically water quality. Our hope is this brochure and the enclosed self-evaluation will provide you with the information needed to understand the laws and liabilities, determine your operation's potential impact to water quality, and then to provide you with examples of management changes that would address water quality concerns. As we all know, the best way to stay ahead of regulations and limit liability is to proactively manage for the optimal health and productivity of our natural resources.

Continue Plan Development - Issues and Concerns Before going over issues and concerns, Steve reiterated to the committee that we are looking at issues and concerns by land use, in part because future total maximum daily loads (TMDLs) would refer to land use categories. Steve also stated that he felt that the committee needs to really address concerns in the plan under the Issues and Concerns section rather than just providing general information. Steve also told the group that he put in markers (abbreviations in capital letters denoting the section) in order for the committee to keep better track of where they are as the plan is being written. For example, (WH) denotes Wildlife Habitat and then could be used in the next subsection as a placeholder habitat MAINTENANCE (HM).

The utilisation of water for most of the users i.e. human, animal or plant involves movement of water. The dynamic and renewable nature of the water resources and the recurrent need for its utilisation requires that water resources are measured in terms of its flow rates. Thus water resources have two facets. The dynamic resource, measured as flow is more relevant for most of developmental needs.
