International Commerce in Hazardous Industrial Waste
Introduction Recent increases in international commerce in hazardous industrial wastes can be attributed to more restrictive and strictly enforced laws concerning the storage and disposal of wastes, an uneven distribution of licensed waste treatment facilities and the North American Free Trade Agreement. Notwithstanding the ratification of a number of international accords and conventions designed to limit the types and quantities of hazardous industrial wastes making their way into jurisdictions where they are not welcome, new examples of modes and routes of transport, destinations and methods of concealment are being uncovered every day. This paper will attempt to define the various aspects of the issue, review the legal framework for control of this activity in Canada, share some recent experiences related to enforcement in the field, and raise for discussion some of the trends being observed or anticipated.     Leftover paint, household cleaner, insect spray and weed killer are all hazardous wastes. Flushing them down the drain can damage sewage treatment systems. And putting them out with the rubbish means that they are sent to the landfill, where they eventually seep into groundwater. If you can't use up a potentially hazardous product, think of someone who can. Schools, neighbours or churches may be pleased to accept your extra paint, insect spray or cleaning solution. Call your local environment health department, a recycling centre or an environmental agency to see if they organise collection drives. If they do, make sure the wastes are in sealed, watertight, labelled containers. If a container is rusting or leaking, put it in a larger, secure receptacle.

    Hazardous waste
    Like other countries, Switzerland has made mistakes in the past regarding waste management. As a result, it is not only paying for its mistakes, it has also implemented some of the most effective waste management practices anywhere. For many years, the issue was not as prominent on the political agenda here as in other European countries, mainly because Switzerland has no mining or heavy industry, few extensive industrial complexes, and no wartime sites. However, in the past, hazardous waste was often disposed of in ways which today are no longer acceptable, although they were legal at the time. According to the Federal Office for the Environment (FOEN), contaminated land presents a serious problem for Switzerland, with about 50,000 sites including numerous bodies of water, giving cause for concern. To help identify which of these sites need the most urgent treatment, a contaminated land register has been set up. So far, it has been determined that up to 4,000 sites will have to be cleaned up. the target date for completion of this work is 2025.

    Hazardous waste is an unavoidable by-product of SLAC research and technical support activities and is generated at various locations around the site. To ensure that SLAC operations are safe and to provide protection to staff and the environment, these wastes must be handled properly. This chapter describes the SLAC program for managing hazardous wastes, including the responsibilities of individual generators.
    Hazards/Impacts (1.1)
    Improper handling of hazardous waste can result in harm to people and equipment, and releases of waste can harm both people and the environment. For example:
    • The improper handling of oil waste can result in spills and slippery surfaces; releases to the storm drain or onto open roadway may result in harm to wildlife and natural resources, in significant cleanup costs, and regulatory fines.

    What Are Hazardous Wastes?
    All materials listed in the Dangerous Goods Handling and Transportation Act are hazardous wastes once they are discarded. In addition. many dilute wastes containing listed dangerous goods are classified as hazardous wastes. The onus is on individuals and departments to determine whether or not they are producing hazardous wastes. This can be accomplished by analyzing the waste streams, referring to Material Safety Data Sheets (MSDSs), or contacting the Safety Officer (204.786.9894) for recommendations or advice. Examples of some of the hazardous wastes generated on campus include:
    • batteries (acid and alkaline) laboratory process wastes lamp ballasts containing PCB (which have been taken out of service) paint wastes preserved and unpreserved animals or tissue, animal and plant preservative solutions printing and photographic process wastes refrigerants sharps (which have been in contact with human animal tissue, blood, excretions, or secretions)

    Hazardous Wastes In 2003, the Bush administration proposed a rule to change the definition of solid waste under the Resource Conservation and Recovery Act (RCRA). If the rule were adopted, an estimated three billion pounds of hazardous waste annually would no longer be regulated as waste under certain conditions. If the waste is no longer regulated, it will be much easier for these still toxic substances to make it onto our land and into our waters. By allowing large amounts of hazardous waste to escape the regulatory safeguards now in place, the proposal would:
    • create economic incentives for "midnight dumping" of hazardous waste;
