This post is liberally paraphrased from a nice post at Watch Blog. This is sure to come up at tonight's debate: President Bush just signed a bill (that had nearly unanimous bipartisan support) extending the child tax credit, the 10% bracket expansion, and "marriage penalty" relief. These middle-class tax cuts - widely acknowledged as having the most impact on stimulating the economy - make up less than 25% of President Bush's total tax cuts package. In other words, 75% of the tax cuts could be tossed, and middle- and lower-class Americans would not notice the difference. Kerry's plan rolls back the "only for the Rich tax cuts" and adds the following middle class tax cuts: * College Opportunity Tax Credit. A tax credit on up to $4,000 of tuition.
* Childcare Tax Credit. A tax credit of up to $1,000 to help families pay childcare expenses.
* Health care tax credits. $177 billion of tax credits to make health care more affordable, including a tax credit of up to 50 percent for small business health insurance premiums. Some people say that letting those tax-cuts-for-the-rich lapse would hurt entrepreneurs. Almost no entrepreneurs make more than $200,000/yr. Most entrepreneurs reinvest profits in their company at the expense of "executive" salaries.

    Tax burden shifts to the middle ", screams the headline of an article at MSNBC (from the Washington Post): WASHINGTON - Since 2001, President Bush's tax cuts have shifted federal tax payments from the richest Americans to a wide swath of middle-class families, the Congressional Budget Office has found, a conclusion likely to roil the presidential election campaign. Well, President Bush is in trouble for making the middle class pay more in taxes: The CBO study, due to be released today, found that the wealthiest 20 percent, whose incomes averaged $182,700 in 2001, saw their share of federal taxes drop from 64.4 percent of total tax payments in 2001 to 63.5 percent this year. The top 1 percent, earning $1.1 million, saw their share fall to 20.1 percent of the total, from 22.2 percent. Over that same period, taxpayers with incomes from around $51,500 to around $75,600 saw their share of federal tax payments increase. Households earning around $75,600 saw their tax burden jump the most, from 18.7 percent of all taxes to 19.5 percent.

Fuzzy-math logic derails merit-pay plan

It seems that Florida Education Commissioner John Winn is afflicted with the same myopic view of public education from which Gov. Jeb Bush suffers. Both hope to foist a nifty-sounding program called "Effectiveness Compensation" that ties teacher salaries to their students' performance on the FCAT onto public education's already beleaguered teachers.
Winn calls this program "the strongest model in the nation" for performance-based pay for teachers.
If they succeed in pulling off this devious plan, they will have destroyed the fairest method of paying teachers that now exists: salaries tied to years of service. And that is their real goal. It is just another attack on the unions that negotiate salaries for teachers and the teachers themselves, who are underpaid and overworked.
Performance-based salary is a good theory if you are selling cars, insurance policies or production units in which the one who sells the most gets a bonus because he or she has made a huge profit for the company. But it doesn't work in public education. Why?
Students are not uniform units that enter classrooms. One teacher may find herself in a class with 15 regular students and five Exceptional Education students with varying exceptionalities. Another teacher may have a class of 15 Exceptional Education students and five below-grade-level students who have been administratively assigned to that grade.

Industrie Archives Main Industrie Toulouse J. Shell, March 20, 2003 05:08 PM, in Etc TrackBack Now this is just brilliant. I really have no response to it. The menu at the Coffee Garden at 900 East and 900 South in Salt Lake City has included a scrumptious selection of quiche for about 10 years.
The recipe calls for four fresh eggs for each quiche.
A Salt Lake County Health Department inspector paid a visit recently and pointed out that research by the Food and Drug Administration indicates that one in four eggs carries salmonella bacterium, so restaurants should never use more than three eggs when preparing quiche.
The manager on duty wondered aloud if simply throwing out three eggs from each dozen and using the remaining nine in four-egg-quiches would serve the same purpose.
The inspector wasn't sure, but she said she would research it.

Gregory Mankiw, known by USD students as that guy who wrote your economics textbook, recently published an excellent article in the New York Times in which he discusses universal health care. Frankly, I'm surprised the NYT even published it. Either way, it's very good. "WITH the health care system at the center of the political debate, a lot of scary claims are being thrown around. The dangerous ones are not those that are false; watchdogs in the news media are quick to debunk them. Rather, the dangerous ones are those that are true but don’t mean what people think they mean." Mankiw explains three mischaracterizations (or, dare I say...LIES?), that the Left uses as justification for universal health care. They are: "STATEMENT 1 The United States has lower life expectancy and higher infant mortality than Canada, which has national health insurance. "STATEMENT 2 Some 47 million Americans do not have health insurance."

    Ok. I'll admit. I'm a little worried. Both Time and Newsweek polls have Bush up by 11 points (although American Research Group and Zogby have mid-convention polls showing one and two point Bush leads respectively). My guess is that the race is somewhere in between with Bush leading by four to seven points, and that most of that lead will erode within the next few weeks. I'll be worried, I suppose if more polls show Bush with a ten point lead in a week, but it's certainly not time to panic. After all, Al Gore trailed Bush most of the fall in 2000, only to win the popular vote. Still, looking at the internals of the Newsweek poll suggests a strong pro-Bush bias. Take a look at the partisan sample size:
    374 Republicans (plus or minus 6)
    303 Democrats (plus or minus 6)
    300 Independents (plus or minus 6)

    Thus, of the 977 people polled, 38% were Republican and 31% Democratic. And not surprisingly, Bush has a 94-4% lead among Republicans. In an evenly divided nation, where Democrats and Republicans are nearly equal in size

Here's the bottom line: after three months of relentless criticism of his plan, the president's approval rating on Social Security has dropped like a stonefrom 38% back in December to... 35% now. That's right. A whole 3% of the population has soured on Bush's approach to the issue as they've gotten to know it better. It's been more or less constant over the last year, with 38% approving this time last year. Now obviously, that's not the sort of numbers reform supporters would like to see. But it's hardly evidence that talk of private accounts is hurting him politically. His overall approval rating has remained steady at about 50% over the last year. A few numbers that the "analysis" does not cover: 71% of voters think Social Security is headed for a crisis. Of those who think it's headed for a crisis, two thirds of them (which amounts to just under half the electorate) think that "major changes" will be needed to solve the problem. Perhaps the most important numbers, though, are the support/oppose numbers for specific policy changes. Tax hikes are unpopular by a 64/32 margin. Raising the retirement age is opposed 66/33. Indexing benefits to inflation is also unpopular, but by a narrower margin, 57/37. If it's phrased as simply "benefit cuts for future retirees," the idea is wildly unpopular, 75/20. The only popular idea is raising the payroll cap, which is supported by 56% of voters.

    Do you know what math curriculum your child is being taught? Are you worried that your third-grader hasn't learned simple multiplication yet? Have you been befuddled by educational jargon such as "spiraling," which is used to explain why your kid keeps bringing home the same insipid busywork of cutting, gluing and drawing? And are you alarmed by teachers who emphasize "self-confidence" over proficiency while their students fall further and further behind? Join the club.
    Across the country, from New York City to Seattle, parents are wising up to math fads like "Everyday Math." Sounds harmless enough, right? It's cleverly marketed as a "University of Chicago" program. Impressive! Right? But then you start to sense something's not adding up when your kid starts second grade and comes home with the same kindergarten-level addition and subtraction problems — for the second year in a row.
    And then your child keeps telling you that the teacher isn't really teaching anything, just handing out useless worksheets — some of which make no sense to parents with business degrees, medical degrees and Ph.D.s specializing in econometric analysis. And then you notice that it's the University of Chicago education department, not the mathematics department, that is behind this nonsense.
