Biography Base Home Link To Us Search Biographies: Browse Biographies A B C D ... Z Aristide Briand Biography Aristide Briand (March 28, 1862 - March 7, 1932) was a French statesman. He was born at Nantes, of a bourgeois family. He studied law, and soon went into politics, associating himself with the most advanced movements, writing articles for the anarchist journal Le Peuple, and directing the Lanterne for some time. From this he passed to the Petite Republique, leaving it to found L'Humanité, in collaboration with Jean Jaurès. At the same time he was prominent in the movement for the formation of trade unions, and at the congress of working men at Nantes in 1894 he secured the adoption of the labour union idea against the adherents of Jules Guesde. From that time, Briand became one of the leaders of the French Socialist party. In 1902, after several unsuccessful attempts, he was elected deputy. He declared himself a strong partisan of the union of the Left in what is known as the Bloc, in order to check the reactionary deputies of the Right. From the beginning of his career in the chamber of deputies, Briand was occupied with the question of the separation of church and state. He was appointed reporter of the commission charged with the preparation of the law, and his masterly report at once marked him out as one of the coming headers. He succeeded in carrying his project through with but slight modifications, and without dividing the parties upon whose support he relied. He was the principal author of the law of separation, but, not content with preparing it, he wished to apply it as well, especially as the existing ministry of Maurice Rouvier was allowing disturbances during the taking of inventories of church property, a clause of the law for which Briand was not responsible. Consequently he accepted the portfolio of public instruction and worship in the Sarrien ministry (1906). So far as the chamber was concerned his success was complete. But the acceptance of a portfolio in a bourgeois ministry led to his exclusion from the Unified Socialist party (March 1906). As opposed to Jaurès, he contended that the Socialists should co-operate actively with the Radicals in all matters of reform, and not stand aloof to await the complete fulfilment of their ideals.

Briand was born in Nantes and educated as a lawyer in Paris. He was elected as a Socialist to the Chamber of Deputies (now the National Assembly) in 1902. By 1906 he had altered his political views to such an extent that he was ousted by the Socialist party. He then became minister of education and religion, the first of 26 ministries, including 11 premierships, he would ultimately hold. In his first term as premier, he was notable for his use of force to suppress a railway strike in 1909. From 1915 to 1917, during World War I (1914-1918), Briand headed a coalition government and also directed the foreign ministry. In 1921 Briand formed a new government. Lors de son deuxième gouvernement, en 1913, il fait voter la "loi des Trois ans". Le 26 août 1914, il est nommé Garde des Sceaux dans le gouvernement Viviani d'Union nationale. Ce dernier démissionne en octobre 1915 ; Briand, dont on connaît la souplesse et la bonne entente avec le président Poincaré, devient président du Conseil et ministre des Affaires étrangères. Il prend Gallieni comme ministre de la guerre. Briand est l'un des promoteurs de l'expédition de Salonique en octobre-novembre 1915, l'une des rares voix en France à insister sur les opérations à l'est. Il recommande le général Sarrail.

Le même jour, il fait parvenir à vingt-sept gouvernements européens un mémorandum sur l'organisation d'un régime d'union fédérale européenne. Mais en 1931, lors des élections à la présidence de la République, les parlementaires lui préfèrent le nationaliste Paul Doumer . Briand, prix Nobel de la paix en 1926, meurt en 1932, âgé de 70 ans. Aristide Briand s'illustre d'abord dans le journalisme; il dirige L'Ouest républicain, avant d'entrer dans La Lanterne où il rédige une rubrique des travailleurs. En 1901, il est secrétaire du parti socialiste, dont il est, avec Jaurès , le cofondateur. Il pense que la grève générale est seule à même d'assouplir les positions du patronat. Mais, peu à peu, il semble s'orienter vers une attitude réformiste. En 1901 toujours, il atteint à la notoriété pour avoir défendu et fait acquitter un antimilitariste, G. Hervé. Ce succès lui vaut d'être élu député de Saint-Étienne (1902), siège qu'il conserve jusqu'en 1919. Il interpelle le gouvernement au sujet de la mort d'un mineur tué lors d'une grève. Puis, en 1905, la loi Briand est promulguée; celle-ci restreint les privilèges du clergé, bien que son rapporteur refuse d'y voir «un pistolet braqué contre l'Église». Briand quitte la S.F.I.O.
