Encyclopedia Article Find in this article View printer-friendly page E-mail Kellogg, Frank Billings (1856-1937), United States lawyer and politician, Secretary of State in the administration of President Calvin Coolidge (1925-1929). Born in Potsdam, New York State, Kellogg studied law, being admitted to the bar in 1877. He became a successful corporation lawyer, and led US government prosecutions of commercial trusts . He served as a Republican Party senator from 1917, and as US ambassador to Great Britain from 1924 to 1925. On his appointment as Secretary of State by President Coolidge, in March 1925, Kellogg was aged 68 and was extremely short-tempered. This failing did not endear him to his subordinates in the State Department , nor did it assist him in coping with the increasingly arduous duties of Secretary of State. Kellogg wurde in Potsdam (New York, USA) geboren, studierte Jura und lieŸ sich 1877 als Anwalt nieder. Von 1917 bis 1923 war er Senator der Republikaner und von 1924 bis 1925 amerikanischer Botschafter in GroŸbritannien Im M¤rz 1925 wurde Kellogg von Pr¤sident Coolidge zum AuŸenminister ernannt. Am 6. April 1927 unterbreitete ihm sein franz¶sischer Amtskollege Aristide Briand den Vorschlag f¼r einen bilateralen franz¶sisch-amerikanischen Pakt, der den Krieg als Mittel der internationalen Politik ¤chten sollte. Kellogg vermutete, dass Amerika durch diesen Pakt in das gegen Deutschland gerichtete franz¶sische Sicherheitssystem integriert werden sollte; er nutzte das franz¶sische Angebot seinerseits f¼r die Schaffung eines multilateralen Abkommens zur „chtung des Krieges, und am 27. August wurde der Briand-Kellogg-Pakt von einigen europ¤ischen Staaten sowie den USA und Japan in Paris unterzeichnet. Der Pakt konnte allerdings den Weltfrieden nicht aufrechterhalten, da seine Bestimmungen durch die Aufnahme des Rechtes auf Selbstverteidigung entkr¤ftet wurden.
