Cybernetics helped give rise to some new fields, like cognitive science ; it disseminated about a dozen ideas and bits of applied math which have proved useful (in, e.g., neurobiology control without feedback . It may be that we haven't exhausted the potential of a science of communication and control, but I think at this point the burden of proof would be on the optimists. Dissolved? Not entirely. There's an old joke that if you're not part of the solution, you're part of the precipitate, and not everything associated with cybernetics has gone into solution. Caked on the bottom of the reaction vessel we find: A prefix which seems indispensible to marketroids; the occassion for a great deal of vaporizing in the social sciences and humanities; and a peculiarly navel-gazing sub-sect of systems theory , which isn't exactly God's gift to the advancement of learning in the first place.     Ladies and Gentlemen: I am touched by the generosity of the organizers of this conference, who not only invited me to come to your glorious city of Paris, but also gave me the honor of opening the plenary sessions with my presentation. And I am impressed by the ingenuity of our organizers, who suggested to me the title of my presentation. They wanted me to address myself to "Ethics and Second-Order Cybernetics." To be honest, I would never have dared to propose such an outrageous title, but I must say that I am delighted that this title was chosen for me. Before I left California for Paris, others asked me, full of envy. "What am I going to do in Paris? What will I talk about?" When I answered "I shall talk about Ethics and Second-Order Cybernetics," almost all of them looked at me in bewilderment and asked "What is second-order cybernetics?" as if there were no questions about ethics. I am relieved when people ask me about second-order cybernetics and not about ethics, because it is so much easier to talk about second-order cybernetics than it is to talk about ethics. In fact, it is impossible to talk about ethics. But let me explain that later, and let me now say a few words about cybernetics, and, of course, about cybernetics of cybernetics, or second-order cybernetics.

It has been applied to social theory , physical and spatial relationships, and computer science, to name just a few of the many areas it touches upon. The field of study is still very young and not well-defined, so there are actually many differing ideas on the definition. Norbert Wiener, a mathematician, engineer and philosopher was the first to try to thoroughly define cybernetics. He believed it was the science of communications and control in animals and machines. He took the word from the Greek word for steersman . Ampere, who came before Wiener, wanted cybernetics to be the science of government and philosopher Warren McCulloch thought cybernetics was an experimental idea concerned with the communication with and between an observer and his environment. Some think of cybernetics as the science of effective organization, while others believe it focuses on form and pattern. Margaret Mead , the famed anthropologist, believed it was a language for expressing what one sees.

    Gregory Bateson's interdisciplinary work in Anthropology, Psychiatry, Evolution and Epistemology was profoundly influenced by the ideas set forth in systems theory, communication theory, information theory and cybernetics.
