Dr. William G. Lesso Professor emeritus of The University of Texas at Austin Dr. C. Dale Zinn International Consultant Short Abstract In This Seminar/tutorial, we will review the concept of Risk Management from several perspectives. We will illustrate the methods used in various applications and to different segments of society. We will point out the common basic principles that underlie this field. We will also show that many of these methods have transferability to other areas. Click here for the tutorial’s topics About the Conference CITSA '07 is an International Multi-Conference being organized with the purpose of providing researchers, practitioners, developers, consultants, and end-users of computerized, communications and/or control systems and technologies, as well as their industrial and social applications in the private and the public sectors, an opportunity to join in a common place sharing experience and knowledge. It is intended to be a forum to expose and share current and future research work and innovations in these areas, as well as in the relationships among them.

New Internet Link Moves Gemini a Step Closer to Becoming World's First "Cyber Observatory"
Photographs and full-resolution images are available at: http://www.gemini.edu/media/images_2002-11.html
Thanks to a unique combination of international cooperation and the latest Internet technology, Gemini Observatory is now well on its way to becoming the world's first global "cyber observatory".
With funding and support from the National Science Foundation (NSF), Gemini has succeeded in blazing a new Internet pathway which will provide its globally separated twin telescopes with a reliable data transfer connection able to handle the enormous amounts of scientific information created by Gemini's sophisticated instrumentation.
This innovative link was further made possible with the support and technical assistance of Internet2, a university led networking research and development consortium; and AMPATH, a high-performance Internet "gateway" to South American research and educational networks led by Florida International University (FIU) in Miami.
"Gemini South is the first U.S. managed research program in South America to access the Internet2 network infrastructure," said Gemini Director of Operations Dr. James Kennedy, who led the Gemini initiative for establishing the new link.

Definition of Cybernetics
Cybernetics, the theory of intercausal networks underlaying communication and organization processes in dynamical systems, forms a metatheoretical superstructure for individual subdisciplines as systems theory, communication theory, connectionism or decision analysis. Yet, applied cybernetics serves as auxiliary science for practical fields as biology, psychology, medicine and technology.
Complemenatary to this sectoral segmentation cybernetics can be classified into several layers. The inner layer is formed by general theoretical cybernetics (K1) that finds its concretization in the investigation of the realities (K2). Among the K2 the above mentioned subdisciplines (as general systems theory, control theory, information theory or game theory) are to be counted. Practical applications of cybernetics (biological cybernetics, control systems technology, computer science etc.) fall into the external layer (K3).
Founded by von Foerster 'Second-order cybernetics' denotes a progressive intellectual movement within cybernetics and systems thinking that reached fruition in the 1970's. The most common explanation for the movement's agenda is that it turned the principles of cybernetics upon cybernetics itself. In second-order cybernetics, the observer of a system must be described and explained as well as the system observed.

Computing
Cybernetics /si:`b*-net'iks/ The study of control and communication in living and man-made systems. The term was first proposed by Norbert Wiener in the book referenced below. Originally, cybernetics drew upon electrical engineering, mathematics, biology, neurophysiology, anthropology, and psychology to study and describe actions, feedback, and response in systems of all kinds. It aims to understand the similarities and differences in internal workings of organic and machine processes and, by formulating abstract concepts common to all systems, to understand their behaviour. Modern "second-order cybernetics " places emphasis on how the process of constructing models of the systems is influenced by those very systems, hence an elegant definition - "applied epistemology". Related recent developments (often referred to as sciences of complexity) that are distinguished as separate disciplines are artificial intelligence, neural networks, systems theory, and chaos theory, but the boundaries between those and

Vienna 2000 Cultural Cybernetics: the Mutual Construction of People and Machines
abstract Cybernetics was coined by mathematician Norbert Wiener to describe the comparison of information flows in artificial, natural, and social systems. These flows include communication, computation, and control. Social constructionists have approached this powerful framework with a critical eye, finding it complicit with corporate and military interests and thus focusing on the ways in which society constructs cybernetics. Computational modelers have approached this powerful framework with an optimistic embrace, pointing to information networks as anti-authoritarian exchange media, and thus focusing on the ways in which cybernetics constructs society. Cultural cybernetics provides a methodology for the syncretic fusion of these two positions.
The move towards an STS of hybrids and cyborgs has created an academic cottage industry in boundary bashing. In this formula bad guys are in favor of boundaries, and good guys are against boundaries, so one need only produce a portrait in which boundaries or categories are permeable or mixed in order to win. But it is increasingly difficult to maintain that the mere observation of such boundary hybridity is enough to move us forward, especially given the increasing numbers of cyborgs and chimeric mixtures we see in popular culture (figure 1) . If five-year olds can champion hybrids, then we need to stop leaning on them as our analytic ultimate.

Obscure major brings together math, engineering and biology
When fourth-year student John Vaszari tells people what his major is, questions about robots and artificial intelligence frequently follow. At interviews for medical school this fall, Vaszari has given the same well-rehearsed explanation to doctors and admissions boards when they ask the inevitable question about “cybernetics.” An undergraduate interdepartmental program at UCLA since 1972, cybernetics is the study of control and communication processes in biological systems – cell movement translated into the language of engineering, protein interactions described with math equations. And, yes, sometimes that means robots. More than ever, current scientific research is undertaken in an environment of interdisciplinary collaboration. Biochemists and geneticists have paired with engineers to compile the massive data from the Human Genome Project, for example.

Game over for Hillary?
jim The news is coming together, and it points to Barack. Bill Richardson will make history today. His endorsement of Barack Obama will start a cascade of endorsements that will bring the swift end of the Clinton campaign. Why? Because the professional observers have long believed that there is close to a zero chance that Hillary can win the nomination. She has been battling to undo party rules in Michigan and Florida. This was her last hail Mary attempt to block Barack, and neither is going to happen, as of yesterday. Without them she has essentially no chance of winning the nomination, no matter how well she does in her one remaining stronghold, Pennsylvania. So now party leaders see that the time has come to unify the Democrats, and none too soon. Bill Richardson is moving for unity today. This is his own very important leadership intervention, perfectly timed. It will be catalytic. Expect others to follow quickly. Expect Hillary to suspend her campaign within days, in the interest of unity.
Illusions of control=dangerous
jim More important, the mix of autocracy and democracy (invasion and occupation and elections) was so transparently wrong that it turned off both democratic and autocratic leaderes in the nation. And it frightened both democratic and autocratic governments around the region.
