History and Purpose T he Texas State Legislature in 1949 authorized the creation of Groundwater Conservation Districts to perform certain prescribed duties, functions, and hold specific powers as set forth in Article 7880-3c, Texas Civil Statutes, changed to Chapter 52 of the Texas Water Code, currently Chapter 36 of the Texas Water Code. A confirmation election was held in 1955 and the vote to create a groundwater conservation district dedicated to protect and conserve groundwater resources was affirmed. Sherman County, Hansford County, Ochiltree County, and the area north of the Canadian River in Hartley County, Moore County, and Hutchinson County comprised the original area of the District. In 1973 the people of Lipscomb County voted to annex into the District and in 1993 and 2004 portions of Dallam County were annexed into the District.

49. Illinois Groundwater Consortium
Working toward providing a scientifically valid basis for agricultural chemical management and regulatory decisions affecting groundwater.
http://www.siu.edu/worda/igc/
About the IGC
The Illinois Groundwater Consortium (IGC) was established in 1990 to investigate the short- and long-term effects of agricultural chemical contamination on groundwater, the environment, and, ultimately, human health and welfare. IGC members—the Illinois State Geological Survey , the Illinois State Water Survey Southern Illinois University Carbondale Southern Illinois University Edwardsville , the University of Illinois Agricultural Experiment Station, and the University of Illinois Cooperative Extension Service —worked toward providing a scientifically valid basis for agricultural management and regulatory decisions affecting groundwater. The IGC was funded by Congressional appropriations through the U.S. Department of Agriculture and administered by SIUC's Office of Research Development and Administration Funding for the consortium ended with the 2003 fiscal year. This web site is still being maintained in abbreviated form to allow access to IGC research findings.
Research Emphases
The IGC began its work with basic research studies on groundwater, particularly groundwater contamination and the effects of flooding on groundwater and surface water in Illinois. In its later years of operation, the consortium emphasized the relationship between land use practices, particularly urban and industrial growth, and water quality and quantity. The IGC funded grants on a competitive basis from proposals submitted by consortium members. A research/planning conference held each year in April brought together researchers, government agency personnel, and other interested parties to discuss IGC research findings and to chart future directions for the consortium.

Groundwater
Groundwater is the water found in underground aquifers. A significant portion of the drinking water supply for the United States comes from underground sources. The oil and natural gas industry is keenly aware of the vulnerability of this resource, and works to ensure that it is not endangered.

To manage, protect and sustain the groundwater resources of the basin in Sacramento County north of the American River consistent with the Water Forum Agreement for the benefit of the water users within the basin, and to coordinate with other water management entities and activities throughout the region.
Groundwater Management Plan

SGA adopted its Groundwater Management Plan on December 11, 2003. The plan is an essential tool for ensuring the viability of the groundwater resource while supporting the objectives of the Sacramento Water Forum Agreement.
Banking and Exchange Pilot Studies

SGA members participated in two pilot studies to bank and exchange water to demonstrate the viability of conjunctive use opportunities within the basin.

Protecting groundwater for health
Protecting Groundwater for Health provides a structured approach to analysing hazards to groundwater quality, assessing the risk they may cause for a specific supply, setting priorities in addressing these, and developing management strategies for their control. For health professionals, it thus is a tool for access to environmental information needed for such a process and for professionals from other sectors, it gives a point of entry for understanding health aspects of groundwater management.
