48 views On February 19, Professor of Law Lee Fennell presented the 2008 Coase Lecture on Law and Economics. Problems involving the aggregation and division of entitlements, she noted, are ubiquitous in law and in everyday life. Fragments held by multiple parties—such as parcels of land, effort, or segments of a bridge—often must be assembled together to be worth much. Conversely, a presently unified entitlement may be more valuable if it can be split into separate pieces held by different parties. The lecture examined these "lumping" and "slicing" problems (which turn out to be two sides of the same coin), showed how they turn up in both interpersonal and intrapersonal contexts, and offered some tools for addressing them.

The term may apply to government, private sector organizations and groups, and individuals. Presidential executive orders corporate privacy policies , and parliamentary rules of order are all examples of policy. Policy differs from rules or law . While law can compel or prohibit behaviors (e.g. a law requiring the payment of taxes on income) policy merely guides actions toward those that are most likely to achieve a desired outcome. Policy or policy study may also refer to the process of making important organizational decisions, including the identification of different alternatives such as programs or spending priorities, and choosing among them on the basis of the impact they will have. Policies can be understood as political, management, financial, and administrative mechanisms arranged to reach explicit goals.

Prof. Tony Blair?
Tony Blair, the former prime minister of Britain, will serve a one year fellowship appointment at Yale University where he will be helping lead a course of study on faith and globalization. According to the Ecumenical News Service, "Blair will serve as the Howland Distinguished Fellow during the 2008-09 academic year, the university announced on 7 March. Blair will work with the faculties of the Yale Divinity School and the Yale School of Management. Yale President Richard C. Levin said: 'As the world continues to become increasingly inter-dependent, it is essential that we explore how religious values can be channelled toward reconciliation rather than polarisation. Mr Blair has demonstrated outstanding leadership in these areas.' Concurrent with his Yale position, Blair - who was an Anglican but in 2007 converted to Roman Catholicism - is expected to launch later in 2008, the Tony Blair Faith Foundation. This 'will promote understanding between the major faiths and increase understanding of the role of faith in the modern world', the university, based at New Haven, Connecticut, said in its announcement.

The Emergency Food Assistance Program (TEFAP) The Emergency Food Assistance Program (TEFAP) is a federal program that provides food at no cost to low-income Americans in need of short-term hunger relief. The U.S. Department of Agriculture’s Food and Nutrition Service (FNS) makes food products (commodities) and administration funds available to State Agencies and Indian Tribal Governments.
The State Agencies that manage TEFAP distribute the product to qualifying emergency food organizations (EFOs) – food banks, church pantries, soup kitchens, emergency shelters, and Community Action Agencies – which in turn either distribute the food directly to the needy or use it to prepare meals.
In most instances, local food banks combine TEFAP food with privately donated food for food package (or emergency food box) distribution at food pantries, food shelves, and other local charities. This “leveraging” of TEFAP commodities with privately donated food extends TEFAP program benefits beyond the budgeted amount for the program. TEFAP is designed to meet the short-term, emergency food aid needs of low-income Americans. TEFAP is a means-tested program, with income eligibility requirements set by the states, typically between 100% and 155% of the federal poverty threshold. Recipients include many vulnerable populations, including the elderly, children, working families, and the homeless.

The Public Policy Council, now in its 23rd year, is comprised of two representatives from each of the three constituent societies, the American Pediatric Society (APS), the Association of Medical School Pediatric Department Chairs (AMSPDC) and the Society for Pediatric Research (SPR). Members serve simultaneously as representatives to the AAMC Council of Academic Societies and as liaison and alternative liaison representatives to the AAP Committee on Federal Government Affairs (COFGA). The Public Policy Forum is a loosely knit assembly of designated representatives at each major academic institution represented in AMSPDC; it serves as a communications network with the membership of the three societies and with academic pediatrics in general. Materials are distributed regularly to the Forum, including periodic legislative updates as well as relevant items on time-specific issues. These are supplemented by the Public Policy Council s home page on the APS/SPR web site http://www.aps-spr.org/Public_Policy/index.htm
