Fuel rods
At a nuclear power plant, the uranium can be found in so-called fuel rods in the reactor core. A fuel rod has a life of around four years, after which time it produces too little heat to generate electricity efficiently and is replaced by a new rod. A quarter of the rods are replaced every year, the old ones being transported to France for reprocessing.
Storage in drums
Reprocessing is a method that allows the substances in radioactive waste that are still usable to be separated as much as possible for reuse. Once this process has been carried out, around 5% of the reprocessed fuel remains in the form of high-level radioactive waste. This is mixed with liquid glass, placed inside steel drums, which are then welded shut, and carefully stored.

Q. What is radioactive waste? A. For legal and regulatory purposes, radioactive waste is defined as material that contains or is contaminated with radionuclides at concentrations or activities greater than clearance levels as established by the NNR (National Nuclear Regulator), and for which no use is foreseen. Radioactive waste can be classified according to different criteria. The classification can be done according to radiological properties (quantity and type of radioactivity), physical properties (form in which the material occurs, i.e. gas liquid or solid) and also whether it is heat producing or not. The hazard involved as well as the final disposal methods to be used for the waste also plays a part in the classification. Very low-level waste (VLLW) contains very low concentrations of radioactivity, originating from the operation and decommissioning of nuclear facilities. Low-and intermediate level waste (LILW) contains concentrations or quantities of radionuclides above the clearance levels established by the regulator, but with a radionuclide content and thermal power below those of high level waste. Low and intermediate level waste is often separated into short-lived and long-lived wastes. Short-lived waste may be disposed of in near surface disposal facilities. Plans call for the disposal of long-lived waste in geological repositories High-level waste (HLW) contains heat-generating radionuclides with long- and short-lived radionuclide concentrations. One of the characteristics that distinguishes HLW form less active waste is its thermal power. HLW results from the reprocessing of spent nuclear fuel.

Radiation occurs when unstable radioisotopes breakdown to a more stable form, releasing energy. Several different types of radiation can be emitted, each with a different degree of ionisation potential and ability to penetrate solid mater. High levels of ionisation are lethal to living tissue. Lower levels may result in genetic damage or cancers.

Radioactive waste: Non-EU countries should not be dumping grounds for Europe's radioactive waste
In advance of today's debate in the European Parliament on the report on shipments of radioactive waste and nuclear spent fuel (1), Green energy spokesperson Rebecca Harms MEP said: "EU Member States must be made to stop using third countries, like Russia and Ukraine, as dumping grounds for their nuclear waste. Despite the well known problems of dealing with radioactive waste, the Industry Committee decided last month to support the practise of sending EU nuclear waste to other countries' backyards. The Parliament must take a stand against this practise and support the Green proposal to ban the export of nuclear waste to countries outside of the EU. "Serious and well-founded concerns exist about the poor standard of safety conditions in countries to which EU nuclear waste is exported. It is hypocritical of Member States to churn out radioactive waste without having the technical means to deal with it. However, it is gravely irresponsible to ship this waste to destinations (like Chelyabinsk or Mayak) in other countries that are not capable of dealing safely with this highly toxic by-product of nuclear power. This is quite apart from the risk involved with transporting thousands of tons of dangerous radioactive waste over long distances. "EU Member States must take responsibility for all of the nuclear mess they create and not merely shift their unwanted toxic burden to third countries. Banning the export of radioactive waste is the only way to ensure this."

March 4, 2002 At the U. S. Conference of Mayors Winter Leadership Meeting in Key West on February 22nd, the Conference of Mayors expressed in a letter (reprinted above) to President Bush concerns about the transportation of spent nuclear fuel and high-level radioactive waste from reactors across the country to Yucca Mountain in Nevada or any other repository. The letter, initiated by Reno Mayor Jeff Griffin and signed by18 mayors, including Conference President New Orleans Mayor Marc H. Morial, calls on President Bush to initiate the inclusion of a transportation analysis and an environmental impact study in the Department of Energy's final report. In the letter, mayors said, "We are concerned the DOE has not yet fully researched the methods for the transportation of nuclear waste. Regardless of the final repository location, we have serious concerns about the transportation of spent nuclear fuel from reactors all over the country to Yucca Mountain or any other repository. These shipments will travel through America's cities past our schools, homes and places of business." On February 15th, President Bush approved the Department of Energy's proposal, which was announced on January 10th, to build a permanent nuclear waste repository under Yucca Mountain in Nevada. In his announcement, President Bush stated that the nuclear waste proposal "is necessary to protect public safety, health and the nation's security because successful completion of this project would isolate in a geologic repository at a remote location highly radioactive materials now scattered throughout the nation."

When it comes to storing nuclear waste, you can sum up attitudes in one word: NIMBY. Not in my back yard.
