The mission of Bureau programs is to protect Iowans from excessive exposure to radiation . Each year, Iowans are exposed to an average of 300 millirem of natural radiation and 60 millirem of manmade radiation. The Bureau functions under legislative mandates found in the Iowa Code, Chapters 136B, C and D. Program activities include:
  • licensing of facilities using radioactive materials registration of facilities using radiation-producing machines or operating tanning units; inspection of facilities using radioactive materials; credentialing of persons using radioactive material or operating radiation-emitting machines; approval of training courses and continuing education; and emergency response as it relates to radioactive materials and nuclear power plant incidents.

It includes provisions for regulating the use and possession of radioactive materials and radiation producing machines within the state, monitoring the environment for radiation, especially around nuclear facilities and other major radioactive material users, and responding to accidents involving radiation. Click here to download COMAR 26.12.01.01 through Supplement 6 (.pdf) COMAR 26.12.01.01 Supplement 7 Supplement 7 to Code of Maryland Regulations 26.12.01.01 contains the following new provisions applicable to users of radioactive materials:
  • Release of Individuals Containing Radiopharmaceuticals or Permanent Implants Before a medical licensee can release from their control an individual who has received radioactive material therapy from the use of radiopharmaceuticals or permanent implants, they must provide assurance that radiation exposures to the general public will not exceed specified limits. Required instructions and procedures to minimize public exposure are outlined in Supplement 7.
    Industrial Radiography Certification Industrial radiography rules provide requirements necessary to become an independent certifying organization. Federal approval of the certifying organization allows that organization to test and certify competency of industrial radiography personnel. See the specifics in Supplement 7.

            Curriculum in Radiological Health Engineering
            The missions of the Nuclear Engineering Department are:
            • to produce high quality graduates from the undergraduate through the doctoral levels to help meet the technical manpower needs of our state, region, nation and the international community; to conduct research, including collaboration with research in related fields, to advance the state of knowledge in these disciplines in support of the needs of society; and to perform service in these disciplines for many constituencies including our College and University, industry, government and national laboratories, professional organizations, and the public.
            In fulfilling these missions, the objective of the undergraduate program is to prepare students for success in their professional endeavors following the baccalaureate degree. These endeavors may include direct employment in the private or public sectors, graduate studies in engineering or science, professional studies in medicine, business, law or public administration, service in the military, or entrepreneurial activities. To achieve this purpose, four principal educational objectives are identified. Graduates of our Bachelor of Science program in Radiological Health Engineering
          • will work on the challenges of maintenance, improvement, innovation, education, and research in the safe and environmentally responsible utilization of nuclear resources including, but not limited to, their occurrence in power production, industrial, and medical applications. In this work, they will fulfill independent assignments, engage in collaborations, and manage the work of others with effective communications characterizing all phases of their responsibilities.

      Tanning Program Yearly inspections of tanning facilities are made to assure all tanning equipment is in compliance with Iowa and federal law, conditions are sanitary, records are properly kept and staff are knowledgeable about proper use of equipment.     PROGRAM DESCRIPTION: The Bureau of Radiological Health has three distinct business functions: It is responsible for the registration and inspection of all x-ray equipment used within the state; as well as offering examinations and licensing in disciplines of radiologic technology, radiation therapy technology and nuclear medicine technology. The bureau reviews educational programs in the various disciplines of radiologic technology, radiation therapy technology and nuclear medicine technology. These educational programs must be approved by the Radiologic Technology Board of Examiners. In addition to these state mandated functions, the bureau conducts inspections of federally certified mammography facilities located in New Jersey as a contract agent for the U.S. Food and Drug Administration. Land Radiological Health Program The Radiological Health Program (RHP) is mandated to control the uses of radiation and to protect the public health and safety and the environment from inadvertent and unnecessary radiation exposure. This is accomplished through registration of radiation (x-ray) machines, licensing of radioactive materials, inspections, and enforcement actions, where required, to ensure regulatory compliance. The RHP regulates the use of both radiation machines and radioactive materials. Radiation machines are used by dentists and veterinarians, and in hospitals, mammography facilities, and other medical, academic and industrial facilities. Radioactive materials are used primarily by radiologists in hospital nuclear medicine units, but also by other qualified physicians and radiographers and qualified radioisotope users in the manufacturing and construction industries, academia and other authorized locations. Additionally, RHP staff health physicists assume the responsibility of Radiation Accident Assessment coordination, analysis, communication, and field team surveyors in response to any actual or staged emergencies at either the Calvert Cliffs Nuclear Power Plant (Maryland) or Peach Bottom Atomic Power Station (Pennsylvania). Designated radiation staff health physicists also respond to any industrial, medical or transportation radiation accident or serious incidents involving radiation.

    The ARRT (American Registry of Radiologic Technologists) is the organization that provides registry examinations for the radiologic sciences. This organization has two primary functions that affect radiologic technologists. One, is the administration of the registry exam that is accepted by most states as proof of competency in order to practice one of the radiological sciences. Second, is setting the standards for continuing education as well as accrediting organizations as a RCEEM (Recognize Continuing Education Evaluation Mechanism). ASRT
    The ASRT (American Society of Radiologic Technologists) is the world's largest professional society for radiologic technologists. In addition to performing the normal functions of many professional societies the ASRT has been accredited as a RCEEM. This means that courses that have received accreditation through the ASRT, such as all courses from FastCE.com, are acceptable to the ARRT as certified continuing education courses. In addition, many states recognize courses certified by the ASRT as acceptable continuing education for individual state licenses. It is the responsibility of all individuals to verify with their individual state licensure board accepts courses certified by the ASRT are acceptable for meeting the continuing education requirements for their individual state.
