Transcript of Water Pollution Tapped In Chat Tue, 22 Sep 1998 16:28:14 -0700 This chat was part of an all day Tapped In "Open House" on Tuesday, Sept. 22, 1998. On that day the two schools presented our water pollution project to interested educators. Students in both classes responded through their teachers who did they typing for the chat. This is an unedited transcript. Please understand that because this was a live chat the emphasis was on rapid typing of content. Consequently there will be both spelling and grammar mistakes in the transcript. Also be aware that the Brazilian teachers and students are Portuguese speaking, and English is a second language for them. Consequently they are to be commended for their attempt to chat in English. We have held several chats in Tapped In to both plan and share our projects. Tapped In's live chat capability has been a valuable collaboration tool for our project. Linda Ullah lullah@garlic.com http://www.migal.co.il/teleproj Linda began working with Tania Callegaro at the University of Sao Paulo, Eliana Fredo da Costa and Eduardo Ruiz Maldonado at EEPSG Idalina to write a collaborative project proposal. The proposal was created through email exchanges. It was written in English although the Brazilian teachers primary language is Portuguese. Our proposal was, then, accepted, and one teacher from each school was invited to attend an international workshop at Migal Institute in November, 1997. Idalina was able to send two of its teachers,Eliana and Tania. This was the first, and to date, only face to face meeting of the teachers involved in this project. At this workshop the project plan was refined and finalized.

Surface Water Pollution Surface water pollution is still a problem in Northeast Wisconsin despite decades of effort, partly due to industrial and sewage pipe discharges into lakes, rivers and streams. Though wastewater treatment plants have been built and some regulations have been passed, our region's population continues to grow rapidly and industrial production is increasing. Incremental improvements in wastewater treatment are sometimes negated by sheer volume. Couple this with loopholes in the laws and compromised water quality standards, and we still have a lot of work to do to protect public health and wildlife from water pollution. Key Weaknesses in Water Protection
Political Pressure and Corruption
- The Wisconsin Dept. of Natural Resources (DNR) has prime responsiblity for enforcing the federal Clean Water Act and additional state rules, but is under constant pressure from lawmakers and lobbyists to weaken the rules, or grant variances and exemptions to specific projects or industries. In recent years, the DNR has suffered severe budget and staff cuts, and two dysfunctional reorganizations. While we tend to blame the DNR for environmental problems, the real culprits are the Governor and State Legislators who control the agency. Lack of leadership and campaign corruption are the real problems. (See Campaign Finance Reform Compromised Health Standards - Water quality standards, which are used to regulate the discharge of wastewater, are the product of intense negotiations during the state rule-making process. The DNR generally creates Advisory Committees which include lobbyists for many of the sources of the pollution, and these committees are charged with trying to find "consensus" on what the standards should be. This often results in compromises which don't fully protect public health or wildlife. Some regulations never pass because of this political process. Two recent examples are the DNR's proposed Mercury Control Rule, which Republican legislators have blocked from passing, and the

Some of the water pollution is from littering, some water pollution is done by chemical leaks, and others by ships. Also, There is much information about water pollution. I am going to take that education on water pollution a step farther; and explain how water pollution affects us, how it affects marine life, what companies affect it the most, and what people are doing to help There are many causes for water pollution. The main one is plastics. The reason for that is that plastics take four hundred and fifty years to decompose in the water. Also many companies use plastic and people throw it in the waterways. Because water can float and be carried by the wind, it can cause harm to unsuspecting creatures hundreds of feet from where it was originally dumped. Such waste includes bags, bottles, cups, straws, cup lids, utensils, six pack holders, cling wrap, fishing line, bait bags, and floats The second highest cause of water pollution is ship waste. Ships used to take much garbage with them on their ships and dump them. This was very common until the government took action. They were giving sailors up to one million dollars fines for disposing waste. Because of that, ships now carry less garbage with them

        What is the Environmental Protection (Water) Policy?
        What is an Offence Under the Policy?
        The policy makes it an offence for any person to deposit or release certain items into a roadside gutter, stormwater drain or creek. It is also an offence to place any of these items where they could reasonably be expected to move or be washed into a roadside gutter, stormwater drain or creek. These items include:
        • rubbish scrap metal, motor vehicle parts or bodies tyres building waste sawdust cement or concrete a degreasing agent, paint, varnish or paint thinner oil an insecticide, herbicide, fungicide or other biocide any manufactured product, or any by-product or waste from a manufacturing process that has a pH level less than 6 or greater than 9 sand silt and mud
        What Penalties Exist Under the Policy?
        Currently penalties for the above offences range from $300.00 to $600.00 (fines) or up to $3000.00 (court imposed).
