DPNR/DEP’s Water Pollution Control Program (WPC) is entrusted with responsibility for implementing and enforcing water quality and pollution control laws in the USVI. Under the Clean Water Act (CWA), Section 106, the WPC Program is tasked with monitoring the marine waters of the USVI, and controlling discharges into those waters. Major objectives of the WPC Program are to:
  • Ensure compliance with Territorial water quality standards; Build and maintain information management systems for ongoing data analysis and the development of critical environmental parameters; Monitor the health of potentially threatened biological communities; Prevent degradation of marine waters by carefully reviewing development proposals; Ensure that discharges to the waters of the USVI meet the requirements established by the CWA and the Territorial Pollutant Discharge Elimination System (TPDES) Permitting Program.
  • Programs administered and managed under the WPC Program include but are not limited to: Ambient Monitoring WPC is charged with monitoring the ambient marine waters of the USVI, and the establishment of a large data set pertaining to site specific water quality.     Special Notice Water Pollution Water pollution is "any physical or chemical change in surface water or groundwater that can harm living organisms or make water unfit for certain uses" (Miller G17). There are two main sources of water pollution, categorized as point sources and nonpoint sources. Point source pollution comes from specific locations, such as through a pipe or a ditch. Producers of point sources include factories, sewage treatment plants, and oil tankers. Nonpoint source pollution, on the other hand, cannot be traced to a specific location. Nonpoint sources are more dangerous because they are difficult to contain and research. Examples of nonpoint sources include acid deposition and chemical runoff into the surface water. Pollution of surface and ground water is of particular concern in Indiana. The state is dependent on surface and ground water as a source of drinking water.     What is it?
    • Water is considered a renewable resource if portions circulates back and forth in the hydrologic cycle.
      Due to a growth in population and consumerism, water regulators and policy makers are being challenged to find ways to stretch available supplies further to sustain demand.
    What is water pollution?
    • Pollution in water can be in one of two forms. It is possible that nature itself can produce these imbalances as the natural composition of some water makes it unfit for certain uses: e.g., water flowing in the highly saline terrain of the prairies or gushing from highly mineralized springs in some parts of the country cannot sustain fish populations. More likely, however, waterways are being polluted by municipal, agricultural and industrial wastes, including many toxic synthetic chemicals which cannot be broken down at all by natural processes. Pollution of surface and groundwater is reducing the supplies of readily available, clean water for personal and animal use.

    Sioux County Cattle Operation Pays $40,000 Penalty
    for Water Pollution Violations
    Judge orders penalty for pollution and manure-handling violations at 12,000-head operation near Sioux Center. A.G. also announces lawsuits alleging violations at feeding operations in Howard and Pocahontas counties.
    Des Moines. Consent Order, Judgment and Decree lawsuit alleged that Farmers Cooperative Society illegally released manure which discharged into an unnamed tributary of Six Mile Creek on September 22, 2005, and March 31, 2006, causing water quality standards violations. Farmers Cooperative also failed to provide notice to the Dept. of Natural Resources of the September 22 manure release. Another manure release occurred on January 26, 2006, but the manure did not reach a stream. On February 3, 2006, Farmers Cooperative also applied manure within 200 feet of Mile Creek without injecting or incorporating the manure, the suit said. The Farmers Cooperative Society cattle-feeding facility has about 10,000 head housed in four confinement buildings, and about 2,000 head in open lots between the buildings. In 1998, Farmers Cooperative Society paid an administrative penalty of $2,000 and $1,398.32 in restitution for a fish kill that resulted from a release of manure from the facility and pollution of over 16 miles of Six Mile Creek.

    Water pollution is a large set of adverse effects upon water bodies (lakes, rivers, oceans, groundwater) caused by human activities. Water pollution has many causes and characteristics. Increases in nutrient loading may lead to eutrophication. Organic wastes such as sewage and farm waste impose high oxygen demands on the receiving water leading to oxygen depletion with potentially severe impacts on the whole eco-system. Industries discharge a variety of pollutants in their wastewater including heavy metals, organic toxins, oils, nutrients, and solids. Discharges can also have thermal effects, especially those from power stations, and these too reduce the available oxygen. Silt-bearing runoff from many activities including construction sites, forestry and farms can inhibit the penetration of sunlight through the water column restricting photosynthesis and causing blanketing of the lake or river bed which in turns damages the ecology..       It is easy to think of cold water as harmless, but in the fragile ecosystems of Australian rivers and wetlands the effects of cold water can be deadly for threatened species of native fish. In NSW, large volumes of unseasonably cold water flowing from major dams have suppressed the breeding and growth of native fish, killed juvenile fish, and affected other aquatic life sometimes for hundreds of kilometres downstream. At least 2,000 kilometres of the State's rivers are seriously affected by cold water pollution. The NSW Government is working with dam owners, community groups and environmental scientists to identify the areas most seriously affected, and to find methods to mitigate or prevent cold water pollution. The Department of Natural Resources (DNR), in partnership with other key agencies, is implementing a strategy to control cold water pollution from dams identified for priority action in NSW.
