Norbert Wiener Invents Cybernetics
Since Leibniz there has perhaps been no man who has had a full command of all the intellectual activity of his day. Since that time, science has been increasingly the task of specialists, in fields which show a tendency to grow progressively narrower. A century ago there may have been no Leibniz, but there was a Gauss, a Faraday, and a Darwin. Today there are few scholars who can call themselves mathematicians or physicists or biologists without restriction. A man may be a topologist or an acoustician or a coleopterist. He will be filled with the jargon of his field, and will know all its literature and all its ramifications, but, more frequently than not, he will regard the next subject as something belonging to his colleague three doors down the corridor, and will consider any interest in it on his own part as an unwarrantable breach of privacy. - Wiener, Norbert;

IEEE Transactions on Systems, Man and Cybernetics, Part B, Electronic Publishing Procedures
Welcome! Thank you for choosing to submit your manuscript to the IEEE Transactions on Systems, Man and Cybernetics, Part B electronically. . The following set of pages enables you to submit an electronic version of your journal article for the IEEE Transactions on Systems, Man and Cybernetics Part B. Please note that as of January 1, 2002 all papers to Part B must be submitted electronically. The submission process and the advantages are described below. General information on the SMC society and the Transactions is available by following the highlighted links. Reviewer guidelines are within Manuscript Central with some additional ones here. You can find papers accepted for future publication in IEEE Xplore by clicking here. Why submit electronically? What is the format? What kinds of attachments? How do I submit my paper now that it is written?
Why?
Electronic submission is expected to significantly reduce the review cycle. More importantly, it allows you to include attachments (e.g. images, video, animations) to help explain the research represented in the paper. You can include code and data to allow others to build on your research. In addition, an accepted paper that was submitted electronically will appear on the IEEE XPLORE web site within 3 weeks of receipt of the corrected page proofs of an accepted, formatted paper , so you get your work disseminated faster.

My mind stops on the top of a grassy hill, standing in a strong, warm wind, coming from nowhere, and returning there, under a twilight with no horizon. There once was someone standing there with me, in my mind, but that image has faded and now I stand alone for the brief eternity that is my life. The world is a mall of giftwrapped empty boxes, and my jaded heart no longer takes notice. I stand with open hands, waiting for substance. But it's all a facade, or so it seems. And with a blink, I am out.

"We need a program of PSYCHOSURGERY for POLITICAL CONTROL of our society. The purpose is PHISICAL CONTROL OF THE MIND. Everyone who deviates from the given norm can be SURGICALLY MUTILATED.
"The individual may think that the most important reality is his own existence, but this is only his personal point of view. This lacks historical perspective.
"Man does NOT HAVE THE RIGHT to develop his own mind. This kind of liberal orientation has great appeal. We must ELECTRICALLY CONTROL THE BRAIN. Some day armies and generals will be controlled by electric stimulation of the brain."

51. Second Order Cybernetics As Cognitive Methodology
For some of us, the attraction of cybernetics is the very idea of it, the idea that the search for transdisciplinary truths is both possible and valuable.

Second Order Cybernetics as Cognitive Methodology.
Abstract
Bernard Scott, April, 1996.
Introduction
"Systems thinking, when it does develop , emerges from a long period of personal experiences and interactions and from the self-testing of one's own mental models", De Greene, 1993, p.14, author's italics.
"The imaginative transformation of human life is the means by which we can most truly grasp and comprehend it", Heaney, 1995.
In a short paper I can do little more than overview a form of argument and its consequences. I run the risk that, for those familiar with von Foerster's work, what I say may seem trite and obvious and that, for those not so familiar, what I say may seem obscure. My hope is that others will value and enter into the cybernetic enterprise, and that, as humans continue to explore modes of being, the diversity that freedom brings is counterbalanced by continued attempts to communicate across disciplinary and cultural boundaries. of this page / The HOPE home page CyberLibrary E-mail thehope@actcom.co.il

The original introduction to Norbert Wiener's Cybernetics written in 1947, published in 1948 is fascinating for what it tells us about its time and its author. It begins with a long discussion of the importance of interdisciplinary work that reads just like a tract from the late 1970s talking about cognitive science. Wiener says, Since Leibniz there has perhaps been no man who has had a full command of all the intellectual activity of his day. [Perhaps we should say, since Hegel. JG] Since that time, science has been increasingly the task of specialists, in fields which show a tendency to grow progressively narrower. A century ago, there may have been no Leibniz, but there was a Gauss, a Faraday, and a Darwin. Today there are few scholars who can call themselves mathematicians or physicists or biologists without restriction. A man may be a topologist or a coleopterist. 4 Mar 2003 I am back for a little while. I re-activated my account and am starting to get my "space legs" again. For the past couple nights I been moving around getting familiar with the game again and I really miss the old friends I used to see. I also notice the lack of any FF logos. They seem to be as rare as a friendly Zen. Shame, we really were a good resource..but I digress...
I have been playing for a couple nights now and am intrigued by the message fragments I am finding out in Xipe as well as what they have been doing with the v'rix since I logged out so many months ago. To this end I have created an online text decoder for both the fragments and the v'rix messages. Simply paste a text sample into the form below, select the message type and then click decode to see the result. This decoder is based on work done by Whadget.

Dale Zinn International Consultant Short Abstract In This Seminar/tutorial, we will review the concept of Risk Management from several perspectives. We will illustrate the methods used in various applications and to different segments of society. We will point out the common basic principles that underlie this field. We will also show that many of these methods have transferability to other areas.
