Secretary Bowles Testifies Before Global Warming Committee
On Jan. 23, Secretary Bowles testified in Washington, D.C., before the House Select Committee on Energy Independence and Global Warming, which is chaired by U.S. Representative Edward Markey of Massachusetts. The topic was auctioning of emissions allowances under cap-and-trade programs to reduce greenhouse gas emissions, and Secretary Bowles testified on Governor Patrick’s decision to auction Massachusetts’s allowances under the Regional Greenhouse Gas Initiative and use the proceeds to promote energy efficiency and reduce electricity costs.     • Environmental scientists and hydrologists often work in offices, laboratories, and field sites. Federal, State, and local governments employ 43 percent of all environmental scientists and hydrologists. Although a bachelor’s degree in an earth science is adequate for a few entry-level jobs, employers prefer a master’s degree; a Ph.D. degree generally is required for research or college teaching positions. Job prospects are expected to be favorable, particularly for hydrologists.
    Nature of the Work About this section Back to Top Environmental scientists and hydrologists use their knowledge of the physical makeup and history of the Earth to protect the environment, study the properties of underground and surface waters, locate water and energy resources, predict water-related geologic hazards, and provide environmental site assessments and advice on indoor air quality and hazardous-waste-site remediation. Environmental scientists Hydrologists study the quantity, distribution, circulation, and physical properties of bodies of water. Often, they specialize in either underground water or surface water. They examine the form and intensity of precipitation, its rate of infiltration into the soil, its movement through the Earth, and its return to the ocean and atmosphere. Hydrologists use sophisticated techniques and instruments. For example, they may use remote sensing technology, data assimilation, and numerical modeling to monitor the change in regional and global water cycles. Some surface-water hydrologists use sensitive stream-measuring devices to assess flow rates and water quality.

    Northeast and Mid-Atlantic states participating in the Regional Greenhouse Gas Initiative (RGGI) announced that the first auction in the nation for carbon dioxide pollution allowances will take place Sept. 10, 2008. Auctions will be quarterly, with the second auction set for Dec. 17, 2008. In all likelihood, New York will participate in the second auction rather than the first.
    Brownfields Reform Proposal
    The Brownfield Cleanup Program encourages private-sector cleanups of brownfields (such as the wind farm pictured at left), and this proposal is designed to correct a number of problems in the way the tax credits are awarded. Proposal benefits include:

    Major Programs Atmospheric Radiation Measurement Program (ARM) Operation of ARM External Data Center (XDC) identifies, acquires and makes available data from sources outside of the ARM Program which are needed by ARM scientists. The original experiment design of the Atmospheric Radiation Measurement (ARM) User Facility included five permanent sites and an ARM Mobile Facility (AMF) to be deployed episodically for periods on the order of one year. The AMF tailors the sampling strategy of the AMF instruments to accommodate the scientific needs of the deployment, analyzing data, producing scientific products, interfacing with the ARM science team, interfacing with the ARM Climate Research Facility Board, and with the broader scientific community.     The EMS/Science Communication Network (SCN), a private non-profit foundation-supported educational organization, is dedicated to encouraging environmental public health scientists and medical practitioners to contribute to public discussions about their work through the media and thereby elevate the quality and quantity of environmental health reporting. SCN was launched in response to what scientists themselves have told us would help: media training; tools for outreach that keep reporters, scientists and others informed of new research and other events in the field; and a network of scientists to whom they can turn for support and counsel on media-related issues. SCN works to:
    • give scientists and other health professionals the media tools to make their work public in a planned manner;
