Abstract China is embarking on a long-term expansion of its nuclear power base to help supply a burgeoning electricity demand. Although the costs of nuclear power in China are currently high compared to fossil-fuel alternatives, nuclear power proponents argue that China needs nuclear power to provide energy security, reduce air pollution, hedge against possible future carbon taxes, reduce coal-mining fatalities, and alleviate congestion and accidents on coal-laden rail systems. Unlike past high-profile debates on nuclear power in more industrialized countries, decisions on nuclear power investments in China are being conducted largely without public involvement.

The reserves of uranium, the major fuel for nuclear power plants, are also very large. In public mind nuclear power went from this supposed clean and perfect energy source to becoming the demon of nuclear war, chernobyl and three-eyed fish. Despite the irrational fear of nuclear power, and opposition of "environmental" groups, nuclear power is widely used and in many countries is the largest source of energy. Some countries, such as the USA, have stopped the construction of new reactors, while others have not. But there are little rational reasons today to avoid using nuclear power. Safe nuclear power is entirely feasible right now. For example, pebble bed nuclear reactors can't melt down, provide copious energy, and don't emit CO In 2000s small, low-maintenance nuclear reactors have became possible. For example, Toshiba has developed 4S reactors ("super-safe, small and simple") with the capacity of 10-megawatt that can be installed underground and provide energy uninterrupted for 30 years before refueling. It is expected that first such reactors will be put into operation before 2010. Another area are long-lasting batteries. In the future a small nuclear battery may be able to hold enough power for a small digital device, such as a digital camera or a handheld computer for a few years.

The main uses of nuclear technology is in nuclear reactors, which use the energy in an atom to create power, or nuclear weapons, which use the energy in warfare. There are two types of reactions, nuclear fission and nuclear fusion.

The energy released from a nuclear fission device is given by the equation E M C . Spelled out, mass multiplied by the speed of light squared. This equation is the formula for the energy contained in an atom. This energy is released in a nuclear weapon when a speeding neutron collides with the atom, blasting it apart, and releasing the binding energy of the atom. In a nuclear weapon, the atom blasted apart then releases other neutrons which collide with other atoms. This keeps occurring until there are no atoms left to destroy. This is known as a nuclear chain reaction. In a nuclear fission power plant, however, the nuclear core is designed so that a runaway chain reaction cannot occur, because there are not enough atoms for it. Nuclear fusion, on the other hand, is based on putting atoms together, as opposed to breaking them apart in fission, heavier atoms often require less bonding energy than the combined original binding energies of the fusing lighter atoms.

For a hydro plant it makes sense there is only so much water that can be processed and needs to be managed, but nuclear seems like it could be somewhat flexible like the current coal/natural gas combination with the excess above base-load generation from the nuclear plant stored in some other form (aluminum, hydrogren, etc).
Sure the losses may be higher and transmission lines upgraded to 1MV or more, but why not upgrade?
Or is the simple answer the regulations and political climate would never allow it? Morbius Assuming the current anti-nuclear public/political climate remains in place and no new nuclear plant sites would be allowed (nor within a reasonable timeframe) why not just simply increase the existing capacity?
