Environmental Impact Assessment There are extensive, ongoing disarmament and demilitarization processes in Europe and other continents due to the closure of military establishments and post-conflict situations. These processes have created a significant international challenge in the demilitarization of surplus ammunition and weapons systems, which prevent redistribution and reuse. Explosive ordnance and weapons systems often incorporate chemicals and substances that are harmful to personnel and the environment if not handled, demilitarized or destroyed using appropriate techniques. It is therefore vital that an Environmental Impact Assessment (EIA) be conducted prior to undertaking such activity. Within the European Union (EU) and many other countries, an EIA is now a legislative procedure to be applied to the assessment of the environmental effects of certain public and private projects that are likely to have significant effects on the environment. The Environmental Impact Assessment (EIA) is identification of ecological, social and economic impacts of proposed development projects and their possible remedial or mitigation measures. The Pakistan Environmental Protection Act, 1997, makes EIA mandatory for all projects likely to have any such impact. The EIA aims to assess the impact at an early stage of project planning, design and development and build into the project alternatives, and ways and means to mitigate the adverse effects. The EIA leads towards environment-friendly projects and makes the projects cost effective. The EIA, therefore, is an essential part of project design and appraisal. Currently, at many private and public forums a dire need has been emphasized for institutional and personal capacity building on conducting EIA and evaluating Environmental Impact Statements (EIS). After a training need assessment, this module has been designed to provide practical help to those involved in various stages of EIA process, from screening and scooping to preparation of EIS by the developers or their consultants, and appraisal by the competent authorities and other interested parties to provide and obtain best possible information for decision making.
